- THIS IS A NOTICE OF RESPONSE TO SOLICITATION QUESTIONS: � This procurement is 100% set aside for Historically Underutilized Businesses. The Naval Air System Command (NAVAIR), Patuxent River, Maryland, intends to competitively award a Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ)� Five Year Multiple Award Contract (MAC) for the production, and/or refurbishment and/or �retrofitting of Metal Weapons Containers. The following questions were asked by potential offerors and the following answers are provided to all offerors: Question 1/2: 1. What is the due date and time for proposals? 2. Is there a due date for submission? Response to Question 1 & 2: 27 July 2020, 5:00 PM Eastern Daylight�Time, New York, USA is the Proposal Due Date for: RFP N00019-20-R-0043, Multiple Award Contract (MAC) For The Production, And/Or Refurbishment And/Or Retrofitting Of Metal Weapons Containers, ��AND Fair Opportunity Proposal Request N68335-21-RFPREQ-PMA-201-0022, Delivery Order For Laser Guided Training Round (LGTR) Shipping And Storage Container, Guided Missile P/N 3454as100, CNU-571/E Containers. Question 3: Cybersecurity Maturity Model Certification (CMMC) and compliance of NIST SP 800-171 has been the standard for securing and controlling documentation for contractors of this type of products. Please confirm that the government requires contractors to implement an information Security Program that complies with DoDM 5200.01. Response to Question 3:�� RFP N00019-20-R-0043, ATTACHMENT (2), Statement of Work For the Production, Refurbishment and/or Retrofit of Metal Shipping and Storage Containers dated 15 June 2020, Paragraph 3.6 SECURITY REQUIREMENTS states, ��The Contractor shall implement and maintain security procedures and controls to prevent unauthorized disclosure of controlled unclassified information, to control distribution of controlled unclassified information, and to prevent inadvertent compilation of information from becoming classified information in accordance with DoD 5220.22-M, National Industrial Security Program Operating Manual (NISPOM), DoDM 5200.01 Vol 1 & 4 and SECNAV M-5510.36B.� All Contractor facilities shall provide an appropriate means of storage for controlled unclassified information and materials. All controlled unclassified information shall be appropriately identified and marked as For Official Use Only in accordance with DoDM 5200.01, Information Security Program: Controlled Unclassified Information (CUI) Volume 4 (enclosure 3).� Question 4: Section 3.6 states that all deliverables will be unclassified which is common for this type of Solicitation, but then a requirement for all contractor personnel to have a favorably adjudicated Tier-3 investigation is called out in the same paragraph. Is it your expectation that all employees meet this requirement? Will all personnel have to be cleared prior to performing any work on this contract? How long are we given to accomplish processing everyone for approval? Response to Question 4:� RFP N00019-20-R-0043, ATTACHMENT (2), Statement of Work For the Production, Refurbishment and/or Retrofit of Metal Shipping and Storage Containers dated 15 June 2020, Paragraph 3.6 SECURITY REQUIREMENTS speaks to the requirements for personnel working under this contract and states, ��All Contractor personnel must be eligible to perform Non-Critical Sensitive work as defined by SECNAV M-5510.30. All Contractor personnel are required to have a favorably adjudicated Tier-3 investigation from the Office of Personnel Management. The Contractor shall submit a request for personnel security investigation to the Government Security Office. The Government Security Office shall initiate the Contractor's Electronic Questionnaire for Investigations Processing (eQIP)), shall do a preliminary screening of the Contractor's eQIP for suitability and derogatory information. The Contractor employee shall provide all requested information pursuant to the Privacy Act of 1974. The Government Security Office may deny �the Contractor access to Government facilities and information and may prohibit the Contractor from performance of sensitive duties for failure to provide requested information or when derogatory or adverse information is present on the Contractor's eQIP, In such cases, the Contractor employee may not perform on the Contract.� A pre-solicitation notice for this effort was also posted under the Solicitation Number: PID #: N00019-22-RFPREQ-PMA-201-0007, Title: Metal Weapons Containers including Miniature Air Launch Decoy-Navy (MALD-N) Containers and Twin Lug Laser Guided Training Rounds (TLLGTR) Containers. � No telephone responses will be accepted.
