Description
Synopsis: �PROJECT DESCRIPTION: The Nashville District U.S. Army Corps of Engineers (USACE) anticipates a firm fixed price supply contract for Old Hickory Upper Closure Stoplog.� This project consists of structural fabrication of hydraulic steel structures called stop-logs, which are stackable welded truss structures used to create a temporary damming surface across the lock chamber.� The contract requires fabrication of 6 stop-logs, each approximately 84� long and weighing approximately 70,000 pounds.� After fabrication, the structures are required to be blasted to white metal (SSPC SP 5) and painted with the 23-A-Z moisture cure urethane paint system.� The fabricator will deliver the stop-logs to Old Hickory Lock located in Old Hickory, TN. The fabricator is required to have one of the following AISC certifications at the time of bidding and throughout the contract period of performance: AISC Certified Metal Hydraulic Fabricator (HYD) ASIC Certified Bridge Fabricator � Intermediate (IBR) AISC Certified Bridge Fabricator � Advanced (ABR) Additionally, the fabricator is required to have the AISC Fracture Critical Endorsement (FCE) at the time of bids due date and throughout the contract period of performance. Additionally, the welding is required to be performed in accordance with the American Welding Society requirements specified in AWS D1.5.� Welders and welding operators shall be qualified appropriately. Welding Procedure Specifications shall be qualified and adhered to. A Fracture Control Plan shall be developed and adhered to. A weld tracking log shall be developed and adhered to. Inspection and Testing shall be performed by appropriately qualified individuals. Additionally, the structures are required to be coated by a Qualified Painting Contractor possessing a SSPC QP1 certificate.� Qualified paint applicators are also required. � It is anticipated that a base of four (4) Stoplogs and two (2) options will be included in the solicitation. Old Hickory Upper Closure Stoplog option 1, consist of one (1) Stoplog and the second option consist of one (1) Stoplog.� The Contractor shall provide the necessary plant, labor, materials, equipment, and transportation. The plans and technical specifications will be included in solicitation announcement, W912P520B0007. �The Contractor shall be required to (a) commence work under this contract within ten (10) calendar days after the date the Contractor receives the initial notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than December 31, 2021 after receipt of award. �This duration is inclusive of the exclusion periods described in the technical specifications related to the contract duration will not be extended upon exercising of option(s).� Exercising of option(s) is contingent upon availability of funds, and all affordable options will be exercised within 60 calendar days of contract award. This is a Pre-solicitation Notice. This Notice is being issued for planning and informational purposes only. This notice is not a solicitation, nor is it to be construed as a commitment by the Government. The Government will not pay for any effort expended in responding to this notice, nor will the Government accept proposals as a result of this Notice. The plans and technical specifications for this requirement will only be available upon solicitation issuance.
