Description
This is a synopsis of the United States Department of Transportation (USDOT) Federal Highway Administration (FHWA) Broad Agency Announcement (BAA) 693JJ3-20-BAA-0005. The requirement to be solicited is entitled �Acquiring Connected and Automated Vehicle (CAV) Performance Datasets�. The solicitation will not be a small business set-aside. It will be available for full and open competition. The Government anticipates awarding multiple stand-alone contracts as a result of the solicitation. The Government is not utilizing a General Services Administration Schedule or any Government-wide or multiple-award contract to issue an order. The primary technical objective of this effort is to procure vehicle trajectory datasets. Depending on the maturity of the dataset (i.e., previously collected vs. proposed to be collected), this could require several different labor tasks for the Offeror including, but not limited to: Developing a data management plan (DMP) Collecting data (if not previously collected). Securing data rights. Cleaning data (e.g., smoothing noisy data). Post-processing data (e.g., estimating required data variables from directly measured data). Scrubbing data (e.g., removing PII and proprietary data that cannot be shared publicly). Documenting data (e.g., consistent data format, documenting necessary metadata for the ITS DataHub). Estimating the accuracy of data variables.� The FHWA anticipates issuing 3 to 5 awards. Full and open competition allows for the broadest audience in anticipation of innovative solutions to address research and development projects that could lead to innovative changes and revolutionary advances for transportation. No response to this synopsis is requested. A solicitation will be posted on beta.SAM.gov. Once a solicitation is released, all responsible sources may submit one or more proposals which shall be considered by the agency.
