Description
Executive Summary: This sources sought solicitation is for market research and to identify interested parties who have commercial off the shelf (COTS) software to support DLA Officer of the Inspector General�s analysis of public records for examination of Government Fraud, Arrest Records, and World Check Risk Analysis. This is not for the development/ creation of this software. The system will the on-line access via a website (COMPANY) system for the utilization of their Investigative Intelligence in the background investigations performed by the DLA Office of the Inspector General (OIG), Investigations Division (ID) Trade Security Controls (TSC) Assessment office in Battle Creek, MI on Domestic and Foreign entities. The purpose of which, is to support the DLA OIG, TSC Assessment Office in the investigative process of End-Use Certificates (EUC) filed by individuals and companies who wish to purchase demilitarized (demil) items from the United States Federal Government through the assistance of DLA Disposition Services and Government Liquidations (GL) and GOV Planet (IP). Requirements: Provide on-demand access to investigative intelligence via internet�based interface. This is to be achieved through the use of standard browser technology. On-line access contract to performance on potential customers and to conduct administrative and possible criminal irregularities. Provide access service through a subscriber identification number and password. Provide on-line, phone-based, on-site, and self-paced on-line training to authorized end-users. Provide preview option of initial search. Allow Investigator to select any or all results and obtain a more in depth report. On-line help and reference materials to provide end-users additional background on the purpose, scope, and coverage of a search. Information to be entered into database will be basic Company, address, telephone number(s), Country of Origin, Officer(s), Partner(s) and/or Agent(s), personal information retrieved from the End-Use Certificates (EUC) completed by any person(s) making a purchase of reutilized government items through Government Liquidations (GL), Gov Iron (IP) and DLA Disposition Services (DS). Provide access to background information. This will be through the input of standard information through data entry by the Investigator utilizing a keyboard. Provide numerous reports to the Investigator based upon specific personal information (Company, affiliate, agent, officer name(s), address(s), telephone number(s), social security number) to choose from. Real Time information provided at time of request. People Searches � To include Faces of the Nation, Drivers of the Nation, Florida Driver license, SuperPhones, Criminal Offenders & Court Records, Global Search, Professional Licenses of the Nation, Canadian Phones, Direct to Report Individual. Search will identify a subject�s name, alias name(s), most current and historical addresses, telephone number, Social Security number, driver�s license number and date of birth, then links the subject to possible relatives (degree of relatives by investigators selection), real property, bankruptcies, liens to include Federal, State, and Local, judgments, corporations, UCC filings aircraft, watercraft, stock ownership, vehicle identification number, worker compensation claims, check the three major credit reporting agencies. Business Searches � Corporate Records, SuperPhones, infoUSA Business Records, Global Search, Federal Employer ID Numbers (FEIN), Fictitious Business Names (dba), Professional Licenses of the Nation, UCC filings, Canadian Phones. Search will identify a subject�s name, alias name(s), most current and historical addresses, telephone number, Social Security number, driver�s license number and date of birth, then links the subject to possible relatives (degree of relatives by investigators selection), real property, bankruptcies, liens to include Federal, State, and Local, judgments, corporations, UCC filings aircraft, watercraft, stock ownership, vehicle identification number, worker compensation claims, check the three major credit reporting agencies; FEIN, Corporation Name, State, Number, Agent(s), Director(s), Officer(s) through name or name �as is�, state, address or Delaware Corporations Gateway. Historical records will be available upon demand. Asset Searches � Vehicles of the Nation, Real Property Ownership & Deed Transfers, Florida Vehicle Registrations, Global Search, Bankruptcies, Liens, & Judgments, Significant Shareholders, Comparable Sales, Watercraft � State Registrations, Watercraft � USCG Documented Vessels. Search will be made by last name, address, VIN, License Plate Number, Year/Make/Model of vehicle, and Title number, Court Case number. Additional Searches to be available upon demand � Access to new search capabilities added to (COMPANY) website will be provided. World Check, Real Time Incarceration and Arrest Record ( 1 authorized user).. Provide capability to save on-line reports in Results Manager for up to seven calendar days or provide the option to save reports electronically. Provide capability to perform electronic link-analysis. Provide a detailed monthly usage report statement to be made available either on-line or hardcopy to designated personnel. Provide additional searches and options to be billed at a pre-set fee schedule above and beyond the contract per month and will be required for pre-approval by the Trade Security Assessment office. Reporting Requirements: Provide the Investigator the opportunity to create SUBJECT specific reports on demand through the use of pop-up windows. Pop-up windows will appear when the hyperlink is clicked on and further choices will be provided. Provide a detailed monthly usage report invoice to be made available online or hardcopy to designated personnel. PERIOD OF PERFORMANCE REQUIREMENTS: Period of performance shall be one year from date of award with two (1) one year options.
