- SYNOPSIS: #N68335-20-Q-0416 The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a SOLE SOURCE basis the Original Equipment Manufacturer (OEM) AAI Corporation DBA Textron Systems, CAGE: 97384 to procure a quantity of (4) Test Program Interface Hardware (TPIH) part number 38033-42110-10, NSN: 6150-01-487-1465 for the Kuwait F/A-18 E-F Super Hornet Program under Foreign Military Sales (FMS) Case KU-P-SBG. The F/A-18E/F Test Program Interface Hardware (TPIH) consists of all the Adapters and Cabling necessary to perform O-Level functional system testing of the AN/ALR-67(V)3 EW Radar Warning Receiver. Textron is the proprietary owner and sole qualified manufacturer of the TPIH, and as the Original Equipment Manufacturer, is the only known source that is capable of providing the Support Equipment in the same form, fit and function that meets Kuwait�s requirements. Textron does not have any known authorized distributors for this test set. The data necessary to perform the requirement has not been transitioned to the Government and therefore, the Government does not possess the technical data package to allow for a competitive procurement. The Government intends to solicit and negotiate this requirement under the authority of 10 USC 2304(c)(1), FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.� However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. Registration in the System for Award Management (SAM) (https://www.sam.gov) is mandatory for consideration. A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
