Description

This is a Notice of Intent, not a request for proposal.� HHS/ASPR intends to negotiate on an other than full and open compettion basis with Johns Hopkins University Applied Physics Laboratory (JHU/APL), 111000 Johns Hopkins Road, Laurel, MD 20723, to provide technical support in the area of operations, prediction and forecasting, data sourcing, and other emergency data management requirements pertaining to COVID-19. In response to COVID-19, the Federal Emergency Management Agency (FEMA) awarded a technical support contract to the Johns Hopkins University Applied Physics Laboratory (JHU/APL) to provide technical support to the White House Data Management Task Force in the area of operations, prediction and forecasting, data sourcing, and other emergency data management and analytics requirements as defined by Government over the period of performance of this contract. JHU/APL partnered with the ASPR Information Management Division to significantly enhance their modeling and predictive analytics capabilities. With the transition of response operations from FEMA to HHS, the support from JHU/APL will need to be transitioned as well. The place of performance is HHS Headquarters located at 200 independence Ave. S.W., Washington, DC 20201. The period of performance is 12 months.�� The statutory authority for this sole source requirement is 41 U.S.C.1901 (e) (2) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL.� All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to HHS-COVID 19 Data Strategy) to Mrs.Cathy Troutman at cathy.troutman@hhs.gov by 10:00 am eastern standard time, July 9, 2020.� All responses received by the closing date of this synopsis will be considered by the Government.� A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.�
