Contracting Office Address: Location: Naval Air Warfare Center Aircraft Division Lakehurst Notice Type:� Synopsis NAVAIR NAWCAD Lakehurst intends to enter into a firm fixed price sole source purchase order with TechSat INC. (Kirchheim b. M�nchen) GERMANY.� The purchase order will be for the Protocol Data Loading (PDL) Module,� LICN: 124116196, P/N: 403456 for the P-8A Poseidon Program. �The quantity of 10 for the USN, 4 for the RAAF and 2 for the FMS UK. �The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). TechSat owns all proprietary rights to the engineering data and detailed product drawings. Also the unique characteristics limit availability to TechSat as the only manufacturers with unique experience, technical expertise and components to supply the SE.� The uniqueness is that the above SE conforms to requirements that are peculiar and unique to the P-8 aircraft and its tasks, all of which are proprietary to TechSat. Finally the current device provided by TechSat requires software installed on the P-8 maintenance laptop to be used in conjunction with it. This software has gone through the US Navy Cyber Security approval process and is approved for use on the Navy laptops.� If another product were actually available, the software associated with that device would have to undergo the same cyber security approval process. This could take up to 12 months to complete after receipt of the product.� This delay would not be acceptable in terms of meeting the deployment schedule for this equipment. THIS IS NOT A REQUEST FOR QUOTE.� All responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency. No contract will be awarded on the basis of offers received in response to this notice.� All inquiries and concerns must be addressed to the procurement specialist, Mr. Anthony Araujo at. Anthony.Araujo@navy.mil. A determination not to compete this requirement is within the discretion of the Government.� Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in a future competition.
