Description
*Solicitation amended to include Amendment #1 attached. This is to clarify a contract line item amount as shown within the SF-30. All other terms and conditions remain unchanged. The�bid opening date and time�have�NOT been extended as a result of this amendment.* Title:� Maintenance Dredging, Wilmington Harbor Anchorage Basin and 42-Ft Project, New Hanover and Brunswick Counties, North Carolina Solicitation #: W912PM20B0007 The U.S. Army Corps of Engineers, Wilmington District requires a contract to provide maintenance dredging of Wilmington Harbor federal navigation channel reaches including the Anchorage Basin, Between Channel, and the North Carolina State Ports Authority (NCSPA) berth areas and Turning Basin Extension, and lower Wilmington Harbor federal navigation channel reach of Horseshoe Shoal Channel.� The work will consist of removal and disposal of shoaled material that has accumulated in the channels and berth areas since the various areas were last dredged.� The work will require a hydraulic cutter suction dredge.� Dredging depths are 38� plus 2� of allowable overdepth for station 0+00 to 40+00 of the Anchorage Basin, and 42� plus 2� of allowable overdepth for station 40+00 to 84+05 of the Anchorage Basin, and Between Channel.� Dredging depths are 39+ plus 1� of allowable overdepth for the NCSPA berth areas 1 and 2 and 43� plus 1� of allowable overdepth for the NCSPA berth areas 3,4,5,6,7,8,and 9 and the Turning Basin Extension.� The estimated quantity of material to be dredged is 1.5 million cubic yards.� The Government furnished disposal area for the Wilmington Harbor federal navigation channel reaches and NCSPA berth areas is the Eagle Island Cell No. 3 upland diked disposal area.� Ferry Slip Island and South Pelican Island are the government furnished disposal areas for Horseshoe Shoal. The environmental window for dredging the NCSPA berth areas is 1 October 2020 through 31 January 2021.� The environmental window for dredging the Wilmington Harbor federal navigation channel reaches is 1 August 2020 through 31 January 2021.� There is no environmental window for dredging Horseshoe Shoal. The environmental window for placement of dredged material via control-of-effluent on Ferry Slip and South Pelican Islands is 1 September 2020 through 31 March 2021. This solicitation is a 100% Small Business set-aside. The contract issued will be Firm Fixed Price. The Magnitude of Construction of this project is between $5,000,000 and $10,000,000.00. �This solicitation will be issued in electronic format only and will be available on or about May 28, 2020.� The bid opening date will be specified in the solicitation when it is issued. No additional media (CD-ROM, floppy disks, facsimiles, etc) will be provided.�� Paper copies of this solicitation will not be available. Other methods of requesting a package will not be honored.� The North American Industry Classification System (NAICS) code is 237990 � Other Heavy and Civil Engineering Construction and the size standard is $30,000,000.00. � DUE TO THE GOVERNMENTAL SAFETY MEASURES IMPLEMENTED IN RESPONSE TO THE COVID- 19 PANDEMIC, WE WILL ONLY BE ACCEPTING BIDS FOR THIS REQUIREMENT ELECTRONICALLY THROUGH DOD SAFE (HTTPS://SAFE.APPS.MIL/). MORE SPECIFIC INSTRUCTIONS RELATED TO THE SUBMISSION OF BIDS ARE ATTACHED WITHIN THIS SOLICITATION. DUE TO THE GOVERNMENTAL SAFETY MEASURES IMPLEMENTED IN RESPONSE TO THE COVID-19 PANDEMIC, THE PUBLIC BID OPENING WILL ALSO BE HANDLED THROUGH REMOTE MEANS VIA A TELECONFERENCE LINE.
