Description
Notice of Intent to Sole Source Critical Access Hospital (CAH)-Health Center Integrated Services Model Toolkit & Roadmap The Health Resources and Services Administration (HRSA) intends to award a firm fixed price contract to Bi-State Primary Care Association, located at 61 Elm Street, Montpelier, Vermont, 05602. The purpose of this procurement is to develop a toolkit and roadmap to assist rural communities to explore options, and, if appropriate, implement a fully integrated Critical Access Hospital (CAH) health center model to facilitate rural access to a full continuum of care that includes primary and preventative, inpatient, and emergency services in a financially sustainable structure that maximizes economies of scale. This effort is in support of the Bureau of Primary Health Care (BPHC). The anticipated start date for services is September 2020. The North American Industry Classification System (NAICS) for this requirement is 541611 � �ADMINISTRATIVE MANAGEMENT AND GENERAL MANAGEMENT CONSULTING SERVICES.� This notice is provided pursuant to 41 U.S.C. 3304(a)(1) and Federal Acquisition Regulations (FAR), Part 6.302-1. The supplies or services required by the agency are available from only one responsible source and no other supplies or services will satisfy agency requirements. Extensive market research was conducted prior to the posting of this notice and Bi-State Primary Care Association is the only source found to be able to provide the services and first-hand experience needed to provide the toolkit and roadmap to assist rural communities to explore options, and, if appropriate, implement a fully integrated Critical Access Hospital (CAH) health center model to facilitate rural access to a full continuum of care that includes primary and preventative, inpatient, and emergency services in a financially sustainable structure that maximizes economies of scale. The intent of this notice is not to solicit competitive offers. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, interested offerors may submit their capabilities or responses before the closing date and time of this notice to the Government for consideration. All responses must be submitted via email to Stephen Jones at SJones@hrsa.gov by 4:00 PM Easter Time,�TWELVE CALENDAR DAYS AFTER NOTICE POSTING, in order to be considered. A determination by the Government not to compete this proposed contract action is based upon responses to this notice and is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No reimbursement will be made for any costs associated with providing information in response to this notice or any follow up information requests.
