Description
Regional Procurement Office (RPO) - East intends to negotiate on a sole source basis with Horiba Instruments, Inc., 20 Knightsbridge Rd, Piscataway, NJ, 08854-3913, to purchase a Fluoro Max Plus-C spectrofluorometer for the Salt Lake City VA Medical Center. The Fluoro Max will be coupled with current Oroboros O2K High Resolution Respirometer for the assessment of free radical emission and oxygen consumption in support of the VA-funded research studies. The following equipment will be purchased: ITEM INFORMATION ITEM NUMBER DESCRIPTION OF SUPPLIES/SERVICES QUANTITY UNIT 0001 Fluoro Max Plus-C STOCK NUMBER: FluoroMax Plus-C 1.00 EA 0002 Rapid Peltier temperature controlled single sample holder STOCK NUMBER: F1POS-QNW 1.00 EA The system should have/meet the following requirements: 150W vertically oriented ozone-free Xenon arc lamp All reflective optics Allows for illumination of sample and emission collection and ensures continuous illumination for all wavelengths Allows for precise illumination of micro or reduced volume samples Czerny-Turner excitation and emission spectrometers 1200 groove/mm classically ruled grating blazed at 330 nm for excitation and 500nm for emission Scanning range from 0nm 950nm Automatic self-calibration of both wavelength drives and slits Continuously adjustable, motorized, computer-controlled slits Bandpass range from 0.3 nm 30 nm Scan speed of 80nm/sec Accuracy of 0.5nm Repeatability for 0.1nm Minimum step size of 0.0525nm Resolution of 0.3nm in both fixed wavelength and scanning modes Photodiode reference detector Serves to monitor excitation source and provide excitation correction Range of 0nm 950nm Photon-counting photomultiplier tube (R928P) Range of 250nm 850nm Integration time of 0.001sec 160sec Linearity range of 0 4 million counts per second 21-bit dynamic range (auto-ranging) Signal to noise ratio of 16,000:1 RMS; 6,000:1 FSD (minimum requirement) Upgradeable to lifetime system with time correlated single photon counting (TCSPC) As mentioned, the Fluoromax will be paired with the Oroboros O2K High Resolution Respirometer to provide a comprehensive assessment of cell and tissue respiration and hydrogen peroxide emission. These assessments are critical for state-of-the-art evaluation of mitochondrial function; therefore, compatibility is essential. This notice of intent is not a request for competitive proposals. Any responsible sources who wish to identify their interest and capability to provide this equipment or equipment that is compatible must notify this Contract Specialist at millicent.covert@va.gov NLT Friday, July 10, 2020, 11:59 AM EST. Telephone responses will not be accepted. Upon receipt of the interested parties' notification, the Contract Specialist will determine whether to conduct a competitive procurement or proceed with sole source negotiations.
