- Amendment #1 6/30/2020, Amendment of Para. E. by adding questions Q11 through Q33. Summary of Notice Goals: A. A synopsis and/or solicitation announcement may be published at a later time. B. Location of work: Robert J. Dole VAMC, Wichita, Kansas. C. Description of Services: Onsite board certified or board eligible Nephrologist Physician Services services to include but are not limited to (see DRAFT RFP PWS). D. Anticipated award / contract type: Single Award / Indefinite Delivery Indefinite Quantity Contract with a base 1-year period and with four (4) potential 1-year option periods. E. Initial Government Market Research Questions to potential offerors/interested parties: Q1) Describe your firm's capability in meeting the needs described above and described in the DRAFT RFP PWS. Q2) If you are a small business, will at least 50% of the cost of contract performance incurred for personnel be expended for employees of the concern? Q3) Is your business a small business? Q4) What is your primary NAICS Code? Q5) Does your firm qualify as a small disadvantaged business? Q6) If disadvantaged specify if your firm is certified under Section 8(a) of the Small Business Act? Q14) Have you provided services of this nature to the Department of Veterans Affairs at any time in the last 3 years? Q15) Have you engaged in Nephrology Physician Services in an on-call setting? Q16) Could you satisfy Government needs by managing schedules and time keeping for clinical hours, on-call hours and call-back hours? Q17) Could you satisfy Government needs by managing clinical services as stated in the DRAFT RFP PWS? Q18) Could you satisfy Government needs by managing on-call services as stated in the DRAFT RFP PWS? Q19) Could you satisfy Government needs by managing call-back services as stated in the DRAFT RFP PWS? Q20) Could you satisfy Government needs by managing and mitigating physician failure to arrive and be work-ready for the clinical schedule? Q21) Could you satisfy Government needs by managing and mitigating physician non-completion of a scheduled clinical day, e.g. unable to perform the full schedule of 1:30 pm through 5:30 pm? Q22) Could you satisfy Government needs by managing and mitigating physician failure to respond to call-back services on time? Q23) Could you satisfy Government needs by verifying the scheduled on-call physician is readily available during on-call periods and how you would provide replacement on-call substitutions and notify the VAMC of such replacement? Q24) Could you satisfy Government needs by providing the necessary professional medical liability insurance for the A) the firm, and B) all physicians that would be presented as candidates and working under the terms of the contract? Q25) Could you satisfy Government needs by coordinating, completing and presenting candidates and their required information, e.g. Optional Form 306, VA For 710, Security Packet, and related documents for candidate submission timely? Q26) Could you satisfy Government needs by providing additional candidates in cases when a submitted candidate cannot receive VA security approval or credentialing / privileging approval including losing those approvals during a contract performance? Q27) Could you satisfy Government needs by addressing customer complaints (VAMC personnel and departments)in a manner commensurate with the nature of the complaints? Q28) Could you satisfy Government needs by completing all patient visit medical notes and related documentation before the end of a clinic-day and each call-back event? Q29) Could you satisfy Government needs by coordinating to the physicians any performance concerns the VA might have? Q30) Could you satisfy Government needs by ensuring contractor s submitted candidates are familiar with the scope, requirements and limitations of their work in relation to the contract versus a VA-employed physician in that a contract physician is not a VA employee? Q31) Could you satisfy Government needs by coordinating monthly on-call schedule development with VA schedulers and by notifying of any schedule or personnel change needs, including responding to VA-originated schedule change needs? Q32) Could you satisfy Government needs by meeting the requirement to be physically on-site and seeing a patient(s) within 30-minutes of a call-back page/call during on-call time? Q33) Could you satisfy Government needs by providing telephone consultation services while on-call? The addition of the above list of questions should not be construed to replace, alter or otherwise detract from the original intent of this publication s effort to gain industry s questions, comments and suggestions regarding the DRAFT version of the PWS.
