- The Department of Veterans Affairs, VA Iliana Healthcare System VISN 12,1900 East Main Street Danville Illinois 61832, in accordance with FAR 13.106-1 (b) (only one responsible source and no other supplies or services will satisfy agency requirements) intends to request quotation on a sole source basis with Ruyle Mechanical for Boiler Recommissioning Services. NAICS 238220 applies. Services are required on an urgent basis to ensure all boilers are fully operational by the upcoming heating season. The vendor shall provide a National Board Certified commissioning agent to perform the recommissioning, adjusting to standards, and certification of 14 Low pressure Boilers in accordance with ASME CSD-1-2018, ASME Boiler and Pressure Vessel Code (2019 Edition), VHA Directive 1810 (Current version as amended on Sep 11,2018) and where applicable VA Boiler Plant Safety Device Testing Manual (5th Edition dated Dec 2018). Boilers requiring recommissioning are Low Pressure Fire Tube Boilers located in Buildings 211, 212, 214 and 216,(4)Cleaver-Brooks 4WG-200- 150_-15ST, (4)Cleaver-Brooks 4WG-200-125-15ST, (6) Cleaver-Brooks 4WG-200-100-1SST), located at the VA !Iliana Healthcare System at 1900 East Main Street, Danville, II 61832.. The time frame required (July 15-Sept 15 2020) does not allow for competition to be obtained. The time to solicit competitively would risk not having all the boilers fully functional in time for heating season. This could leave areas of the facility at risk. Ruyle Mechanical has provided a quote, and has the staff and capacity to successfully start and complete the project within the required timeframe. They are familiar with the boilers and their current configurations and the work required to recommission them to the proper standards for low pressure boilers. This notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers. No solicitation package is available. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received no later than 4:00 pm CDT on July 8, 2020.
