Description
Notice to Quoters: Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse a quoter for any costs. An award may be made on an all, none or partial basis based on availability of funding. This is a combined synopsis/solicitation for commercial lodging prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued.� This solicitation is issued as a Request for Quotation (RFQ) in accordance with FAR Part 12, FAR 13.303, and FAR 13.5 under solicitation number FA700020Q0090.� This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-06, effective 6 May 2020. The associated North American Industry Classification System (NAICS) is 721110, with a small business size standard of $35 million.� It is anticipated that a Blanket Purchase Agreement (BPA) will be established with one, some or no quoter(s). This acquisition will not be a small business set-aside in accordance with FAR 19.502-2(a), as there is not a reasonable expectation of obtaining offers from two or more responsible small business concerns that are competitive in terms of market prices, quality, and delivery. All responsible business sources may submit a price list, which if received timely, will be considered by the 10th Contracting Squadron, United States Air Force Academy (USAFA).� The Government bears no legal liability for the costs associated with preparing a price list.� Vendors should not submit a price list unless they are willing to absorb all costs associated with submitting a price list.� Before submitting a price list, please read the instructions in the addenda to FAR 52.212-1 listed below.� It is the vendor�s responsibility to ensure their price list meets all the requirements identified herein. I.� DESCRIPTION OF REQUIREMENTS USAFA has a requirement for Blanket Purchase Agreements (BPAs) to procure 220 double hotels room with a minimum of two (2) queen beds per room off base to house approximately 440 cadets for the 2020-2021 Academic Year. The requirement start date is from 22 July 2020 until 21 July 2021.� In order to keep the cadets in close proximity to the base as well as close proximity to one another due to safety requirements and travel costs absorbed by the individual cadets, the goal is to have the 440 cadets reside in as few hotels as possible within a 10-mile vehicle commute radius of USAFA.� USAFA currently has a potential need to house some portion of the Cadet Wing off the installation in order to create swing space within the cadet dormitories.� To support this requirement USAFA seeks to contract with multiple off base lodging facilities on a potential short and long-term basis. The contractor shall provide quality lodging and a secure facility that is within of 10-mile vehicle commute radius of USAFA (for safety and travel reasons) as measured from the USAFA Airfield. The contractor shall furnish all resources (including, but not limited to, facilities, furniture, equipment, supplies and breakfast) and incidental services to provide lodging accommodations meeting normal commercial standards. Should the number of required rooms change during the period of performance, USAFA will be required to provide the contractor commercially standard notice for cancellation. The full SOO can be found in Attachment #1. � Inspection/Acceptance:� The Government will inspect and accept lodging at the Contractor�s location.� Payment on invoices cannot be made until the Government has accepted delivery. II. SOLICITATION INSTRUCTIONS 1.� In all instances throughout this solicitation, to include the applicable provisions and clauses, any use of the word ""proposal"" should be understood as ""quote"".� All instances of the word ""offeror"" should be understood as ""quoter"".� All instances of the word ""award"" should be understood as �blanket purchase agreement�. 2. This RFQ is expected to result in the award of one-year Blanked Purchase Agreements (BPAs) for commercial Cadet Lodging requirements under a cost per room (per week) basis as detailed in the Statement of Objectives (SOO) (Attachment #1). Period of performance is from 22 July 2020* to 21 July 2021. (or date of award, whichever is later) 3.� The provision at FAR 52.212-1, Instructions to Offerors�Commercial Items (June 2020), and the addenda listed below applies to this acquisition.� ADDENDA TO FAR 52.212-1: � Submission of offers.� FAR 52.212-1(b) is amended to include the following: � ����� (1) Submit signed and dated price list via e-mail to: � Fenton Fitzgerald at fenton.fitzgerald.2@us.af.mil, phone (719) 333-8927 and � Terrie Wolski at terrie.wolski@us.af.mil, phone (719) 333-8930 � (2) Offers must be submitted by 6 July 2020, 4:30 p.m. Mountain Daylight Time. b. Late submissions.� FAR 52.212-1(f) is amended as follows: ����� (1) Offerors are responsible for submitting quotations so as to reach the Government office designated in the solicitation by the time specified in the solicitation. If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that quotations are due. (2) Any quotation received at the Government office designated in the solicitation after the exact time specified for receipt of quotations is late and will not be considered unless it is received before award is made and the contracting officer determines that accepting the late quotation would not unduly delay the acquisition. (3) If an emergency or unanticipated event interrupts normal Government processes so that quotations cannot be received at the Government office designated for receipt of quotations by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the Government may, at their unilateral discretion, determine that quotes received after the deadline are timely. c. Formal communications.� Requests for clarification and information concerning the solicitation must be provided in writing no later than two (2) days prior to closing.� Answers will be compiled and posted electronically to the Federal Business Opportunities website: https://beta.sam.gov/.� Questions may be emailed to the point of contact listed above in section II, paragraph 2a.� All correspondence should reference the solicitation number. d. Clarity. The quote shall be clear, concise and include sufficient detail for effective evaluation. Responses to this RFQ shall strictly adhere to the requirements set forth in the RFQ. Submissions that do not adhere to format and content requirements may be considered non-responsive. The Government reserves the right to eliminate any such quotes from consideration for award. The Offeror�s initial quote should contain the offeror�s best possible terms and conditions in its submission. However, the Government reserves the right to conduct communications if later determined by the Contracting Officer to be necessary and the Government reserves the right to hold communications with one, some, none, or all Offerors. e. Quotation preparation instructions: (1)� General Instructions.� The quoter shall include with their quoted price list the following: contact name, address, e-mail, and telephone number; unit price; availability of rooms; and CAGE code, DUNS number, size of business.� The Government is not responsible for locating or obtaining any information not identified in the quote. (2)� Specific Instructions.� Quote shall consist of two (2) parts, as identified below. PRICE LIST.� Submit the price list in accordance with the price list structure attached to this solicitation (Attachment #2).� Price lists must be firm-fixed price.� Include delivery terms and schedule, any discounts, and payment terms (e.g., Net 30) with the price quote.� These lodging requirements will be purchased using a DD Form 1155 for calls up to $700,000.00. � SOO Requirements. Quoter shall complete Attachment #4 indicating if they Can/Cannot meet SOO room requirements as outlined. � (c)� CONTRACT DOCUMENTATION. � Quoters are required to be registered in the System of Award Management (SAM) https://www.sam.gov) at the time, the quotation is submitted in order to comply with the annual representations and certifications requirements.� Quoters that are not registered in SAM at the time the quotation is submitted will not be considered. Quoters can only be considered after determining that there are no active exclusions in the System for Award Management (SAM) website and the Federal Awardee Performance and Integrity Information System (FAPIIS). Quotes must include a completed copy of the following provisions that require fill-in text: � � FAR 52.212-3 (�The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically in the System for Award Management (SAM) accessed through https://www.sam.gov. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (u)) of this provision�). Note: If the representations and certifications currently posted electronically in SAM are accurate, complete, and applicable to this solicitation, the vendor should include a statement as such with their quote. � If applicable, provide a written statement that the quote incorporates all amendments to the solicitation. � 3.� The provision at FAR 52.212-2, Evaluation�Commercial Items (Oct 2014), and the addenda listed below applies to this acquisition.� The evaluation factors to be included in paragraph (a) of this provision are past performance, ability to meet requirements as described in the SOO, number of available rooms and price.� Number of available rooms is more important than price. � ADDENDA TO FAR 52.212-2: � BASIS FOR OFFER. This is a competitive acquisition in accordance with FAR Part 12, FAR 13.303 and FAR 13.5. The Government may submit offers to establish a Blanket Purchase Agreement (BPA) with vendors that can meet the requirements as identified in the solicitation. The Government plans to establish one or some BPA�s with vendors for administrative efficiency. �The Government reserves the right to issue no BPA�s at all. Quotes will be evaluated as described below. Solicitation Requirements. All quotes submitted will be reviewed for completeness to determine if they contain all information requested in the addenda to FAR 52.212-1. Quotes that are incomplete or missing information may be considered non-responsive and excluded from the evaluation. Quotes for alternative items not listed on the price list will not be considered Price Evaluation. The price evaluation will document the reasonableness of the quoted price. Reasonableness will be confirmed by adequate price competition or use of the techniques specified in FAR 13.106-3. Quotes that are incomplete or unreasonable may be determined ineligible for award. Any discounts identified in the quote will be included in the evaluation of the price. Past Performance Evaluation. Past performance information will be evaluated on an �Acceptable/Unacceptable� basis with information gathered via the CAGE submitted using information pulled from the System for Award Management (SAM)(BETA.SAM.GOV), and the federal Awardee Performance and Integrity System (FAPIIS).� A quoter will not be evaluated unfavorably if they do not have a record of past performance. Quoter must receive an Acceptable rating to be considered further for award. � SOO Requirements. SOO requirements will be evaluated on a Pass/Fail basis using Attachment #4.� Any item marked as �Cannot meet� will be determined a fail and the quote will not be considered further for an award. Best Value Decision.� (a) The Government will award one, some or possibly no BPA resulting from this solicitation to the responsible offeror whose quote conforming to the solicitation with �acceptable� Past Performance and �meets� SOO Requirement ratings will be most advantageous to the Government, price and other factors considered. � III.
