- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This Request for Quotations incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-84 dated Nov 1, 2015. All responsible sources may submit proposals that will be considered by the agency. The contract will be awarded on a firm-fixed-price basis using simplified acquisition procedures in accordance with FAR Part 13.5. Past performance will be considered in the selection of the awarded vendor. The United States Coast Guard Surface Force Logistics Center has a requirement for the following: � FABRICATION, PRESSURE TESTING, AND TAGGING OF HYDAULIC HOSES ONBOARD USCGC MARCUS HANNA U. S. COAST GUARD AT 259 HIGH ST, SOUTH PORTLAND, ME 04106 � 1.1 SCOPE � 1.1.2 �� The contractor must provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to fabricate, pressure test, and tag hydraulic hoses for the following components/systems located onboard the US Coast Guard Cutter Marcus Hanna: Z-drive, HPU, Cargo Hold, Engine Room, and Deck Machinery� 1.1.3 TIMELINE:� 1.1.3.1 Work must commence 07/15/2020 and be complete within 45 days of start date. ITEMS TO BE INSPECTED: � 1.1.4.1 End fittings on each hose correct size and type. 1.1.4.2 Hose nominal size and correct lengths. Pressure testing to correct system specifications and tags. 1.1.4.4 The Engineering Petty Officer, at his discretion, may inspect any and all tasks accomplished and may require tasks to be corrected if deemed unsatisfactory. ����������������������� LOCATION OF SITE � The primary place of performance will be at the Contractor�s facilities with visits to the USCGC MARCUS HANNA is located at: 259 High St. South Portland, ME 04106 Phone: 207-767-0380 1.3 EXAMINATION OF SITE � 1.3.1��� It is required that bidders carefully inspect the scope of work to verify the amount of time, effort and parts necessary to complete on site visit, quoting, fabrication, pressure testing, and tagging of 108 hydraulic hoses. Prospective bidders may schedule a site visit by calling the USCGC Marcus Hanna Engineering department at (207)-767-0380 or (207)-751-9377. 1.4 GENERAL REQUIREMENTS � 1.4.1 Contractor must complete fabrication, pressure testing, and tagging of 108 hydraulic hoses in z-drive, HPU, cargo hold, engine room, and deck machinery. 1.4.1.1 All hoses located in z-drive and engine room are components of the Rolls Royce 1350-H z-drives, quantity of two. 1.4.1.2 All hoses located in HPU, cargo hold and on the exterior deck machinery on the buoy deck are components of the Appleton SB230-42 Crane. 1.5 EQUIPMENT SUPPLIES AND MATERIALS: � 1.5.1��� The contractor shall provide all equipment, supplies and materials, labor, supervision and transportation of personnel and equipment. 1.6 INSTALLATION 1.6.1��� Marcus Hanna will provide installation of the completed hose assemblies upon delivery. 1.7 WORK COORDINATION 1.7.1 �� All work should be coordinated through the Engineering department or a designated representative of the Engineering department due to this being an operational Unites States Coast Guard floating asset. The Contractor shall coordinate with USCGC Marcus Hanna to ensure that disruptions to the normal operations of unit are minimal. 1.8 WORK HOURS � 1.8.1��� Unless otherwise negotiated, all required shipboard work shall be coordinated to be executed during the hours of 8:00 am to 3:00 pm, Monday through Friday during periods the vessel is tied up at the location above in 1.2.1 and not out to sea. 1.9 CONTRACTOR USE OF PREMISES � 1.9.1 The Contractor will be working on a United States Coast Guard operational military installation. They shall become familiar with and obey installation fire, traffic, and security regulations. Personnel shall not stray from the immediate area of work without the escort of Coast Guard personnel. Smokers will only smoke in the designated smoking areas on the premises. USCGC Marcus Hanna will provide bathrooms and fresh water to contractor personnel. Contractor personnel shall wear proper personnel protective equipment (PPE) and all equipment/machinery must be in safe working order. All work shall be completed safely and in compliance with all federal, state, and local laws and regulations. If any Government Property is broken or damaged by contractor employees, the property shall be replaced in kind or suitable repairs shall be made. 1.10 CLEANUP � 1.10.1� The Contractor shall keep the work area, including storage area, free from accumulation of waste materials and comply with all federal, state, and local regulations pertaining to storage, transport, and disposal of waste. The Contractor shall not use Coast Guard waste disposal facilities including garbage cans, trash piles, or dumpsters. Any equipment or material removed, unless otherwise directed by the Engineering Petty Officer, shall become the property of the Contractor and shall be transported from the site. 1.11 SECURITY 1.11.1� The Contractor shall provide the USCGC Marcus Hanna with a list of names of all personnel who will be working on the site one week prior to project commencement. The Contractor may submit a revised list at any time during the project. Only personnel on the approved list will be allowed on site. Access list will be provided to US Coast Guard Sector Northern New England for access to the installation. 1.12 IDENTIFICATION � 1.12.1� All personnel shall carry proper identification (ID) when accessing the installation and while onboard the installation. Proper ID consists of a Government issued identification. Work ID�s will not be deemed as proper identification for access to the installation. Individuals without proper ID will not be granted access to the Coast Guard installation. 1.13 FINAL INSPECTION AND ACCEPTANCE 1.13.1� When the work is completed and ready for final inspection, contact the Engineering Department at 207-767-0380 POC: Engineering Petty Officer CGC Marcus Hanna. 1.14 DELIVERY, STORAGE, AND HANDLING � 1.15.1� The contractor will deliver, store on-site, and handle all materials in a manner that will maintain their original manufactured or fabricated condition until ready for use.
