Description
This is a notice of the Government's intent to extend the period of performance of the Defense Systems Information Analysis Center (DSIAC) Basic Center of Operations (BCO) (Contract No. FA8075-14-D-0001), operated by The SURVICE Engineering Company. The period of performance will be extended by a four (4) month base period (1 July 2020 � 31 October 2020) and two (2), four (4) month option periods (1 November 2020 � 30 June 2021) due to the receipt of a Government Accountability Office (GAO) protest (B-418783.1) on the DSIAC BCO follow-on acquisition (RFP No. FA8075-20-R-0001). The scope of the DSIAC BCO contract encompasses the primary functions of collection, analysis, and dissemination of Scientific and Technical Information (STI) necessary to fulfill the mission and objectives applicable to the DoD research and acquisition communities in the technical focus areas of Defense Systems; Weapon Systems; Survivability and Vulnerability; Reliability, Maintainability, Quality, Supportability, and Interoperability; Advanced Materials; Military Sensing; Energetics; Directed Energy; and Non-lethal Weapons. The purpose of the DSIAC BCO is to leverage the best expertise from industry, other Government agencies, and academia to solve the government's toughest scientific and technical problems and enhance the knowledge bases of those communities across the entire spectrum of the Defense Systems domain. IACs serve as a ready tool for strategic, operational and tactical organizations within the DoD and the broader community to understand and apply new technologies and emerging threat trends. The DSIAC BCO disseminates Defense Systems-related STI to stakeholders throughout DoD, reducing duplication of effort, both in terms of avoiding the creation of duplicate holdings of STI as well as duplicate analytical capabilities among various R&D support components. The DSIAC BCO builds a community of subject matter experts (SMEs) and provides long-term STI corporate memory for the DoD. STI is used by administrators, managers, scientists, and engineers engaged in scientific and technological efforts, and is the basic intellectual resource for and result of such effort.
