- Notice of Intent to Sole Source The Naval Medical Logistics Command (NMLC) intends to award a sole source, firm fixed price contract pursuant to FAR part 13.106-1(b)(1) procedures to Strategic Operations, Inc. for surgical cut suits and abdominal and chest Advanced Surgical Skills Package (ASSP) simulator consumables in support of the Naval Expeditionary Medical Training Institute (NEMTI), Camp Pendleton, CA. � NEMTI has a requirement for surgical cut suits and abdominal and chest ASSP simulator consumables in support of pre-deployment training for expeditionary Navy Medicine units supporting contingency operations worldwide.� NEMTI conducts three training evolutions of Expeditionary Medical Facilities (EMF) each year.� The surgical cut suits shall include appropriate injury patterns and simulate the look, feel, and smell effects of severe traumatic events on a live human.� The surgical cut suits shall allow medical personnel to safely perform real surgical procedures. The abdominal and chest ASSP simulator consumables shall integrate with the surgical cut suits and mimic the point of injury emergency assessment and treatment processes with live human interaction.� The abdominal and chest simulator consumables shall be capable of user customizable wounds. The estimated period of performance is 01 October 2020 � 30 September 2025. There are not set-aside restrictions for this requirement.� The intended procurement will be classified under North America Industry Classification System (NAICS) 621399.� This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement.� Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work.� Capability statements shall not exceed 5 (8.5 x 11 inch) pages using a font size no smaller than 10-point.� All capability statements received by the due date of this notice will be considered by the Government.� A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response.� A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source contract.
