To Vendors, This is a SOURCES SOUGHT NOTICE / REQUEST FOR INFORMATION (RFI); not a pre-solicitation notice or solicitation for proposals/quotations. Pursuant to FAR Part 10 (Market Research), the purpose of this notice is to: Determine if sources capable of satisfying the agency's requirements exists; Determine if commercial items suitable to meet the agency's needs are available or could be modified to meet the agency's requirements; and Determine the commercial practices of company's engaged in providing the needed service or supply. Pursuant to FAR Part 6 and FAR Part 19, competition and set-aside decisions may be based on the results of this market research. This notice in no way obligates the Government to any further action. Requirement: This notice is issued by the US Department of Veterans Affairs (VA), Strategic Acquisition Center Frederick, MD (SAC-F) to identify sources capable of providing the following: Business Transformation and Program Management Support for VA s Loan Guaranty Program (LGY) [See Attached Draft Performance Work Statement (PWS) for details of the proposed requirements] Anticipated NAICS Code/Size Standard: The applicable NAICS Code is 541990, All Other Professional, Scientific, and Technical Services and the small business size standard is $6.5 million. Submission of Information: Companies having capabilities necessary to meet or exceed the stated requirements are invited to provide information to contribute to this market survey/Sources Sought Notice including commercial market information and company information. Companies may respond to this Sources Sought Notice via e-mail to kelly.dempsey2@va.gov and roxana.cepeda@va.gov no later than July 10, 2020 by 10 AM Eastern Prevailing Time with the following information and/or documentation: Offeror s Business Questions: Provide a brief corporate profile of your company. Information in this profile should include: Organization name; DUNS number; Organization's website; Contact Name; Contact Telephone; Contact E-mail address. Business Size (Large, Small, SDVOSB/VOSB, etc.) NAICS code is 541990, if believed a better NAICS code is suitable please indicate which one and why. Vendor Questions: Describe your experience and familiarity with the mortgage industry, including Mortgage Industry Standards Maintenance Organization (MISMO) compliance, and VA-guaranteed/financed mortgage loans. Describe your project and program management experience with the VA and other government Agencies, specifically Agencies that are related to housing, such as the US Department of Housing and Urban Development (HUD), Fannie Mae, Freddie Mac, etc. Describe your experience and familiarity with VA specialty loans and business lines such as Special Adaptive Housing (SAH) and Native American Direct Loans (NADL). Describe your experience and familiarity of supporting major government Information Technology (IT) systems for the mortgage industry that interface with loan servicers, appraisers, and other 3rd parties. Describe your experience and familiarity with VA systems, including VA s VA Loan Electronic Reporting Interface System (VALERI-R). Describe your experience with government/VA onboarding tasks, including any staff that have VA Personal Identification Verification (PIV) cards. Extensive documented experience creating, documenting, and performing tasks in the Planview environment. Documented experience working in a Scaled Agile Framework, SAFe, methodology for development teams built on three pillars: Team, Program, and Portfolio. Describe your unique experience with the mortgage industry related to origination and serving process workflows, and loan origination and servicing systems. Experience delivering multi-year strategies from visioning, through strategy, planning, requirement elicitation, and delivery within the PMO framework. Please limit your submission to a maximum of 10 pages for this Sources Sought Notice. SAM.gov: Interested parties should register in the System for Award Management (SAM) website. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. No proprietary, classified, confidential, or sensitive information should be included in your response to this Sources Sought Notice. The Government reserves the right to use any information provided by respondents for any purpose deemed necessary and legally appropriate, including using technical information provided by respondents in any resultant solicitation. At this time no solicitation exists; therefore, do not request a copy of the Solicitation. After a review of the responses received, a pre-solicitation notice and solicitation may be published on Contract Opportunities (https://beta.sam.gov/) website. It is the potential offeror's responsibility to monitor Contract Opportunities for release of any future solicitation that may result from this Sources Sought Notice. However, responses to this Sources Sought Notice will not be considered adequate responses to any resultant solicitation. See attached document: Draft Performance Work Statement
