Description
This is a Combined Synopsis / Solicitation for Commercial Items prepared in accordance with the format in FAR Subpart 12.6 � Streamlined Procedures for Evaluation and Solicitation of Commercial Items � as supplemented with additional information included in this notice. The solicitation is issued using simplified acquisition procedures under the authority of FAR Part 13. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION DOCUMENT (i.e. STANDARD FORM) WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-012. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 � Analytical Laboratory Instrument Manufacturing, with a small business size standard of 1,000 employees. This acquisition is being competed under full and open for competition. � DESCRIPTION OF REQUIREMENTS Background The goal of our research is to develop a measurement test suite for quantum network component and protocol testing, verification and characterization. Such a test suite will be implemented on the NIST campus along with a fiber network dedicated to quantum optical signal transfer between various quantum network nodes. To be able to perform most state-of-the art measurements of most state-of-the art single photon devices, such as detectors and sources, we need a dedicated time tagging unit that allows determination of a single photon�s arrival time. This time tagging unit will allow us to characterize afterpulsing, dark noise and source response times.� Objectives NIST is seeking a time tagging unit in accordance with the attached Statement of Need.� All items must be new and must meet the requirements of the attached Statement of Need. Required Specifications Please see the attached Statement of Need for details. � DELIVERY See attached Statement of Need. PAYMENT TERMS One lump sum payment will be authorized upon the successful testing and acceptance of the Contractor�s delivered products. APPLICABLE PROVISIONS AND CLAUSES Please see the attached document for applicable provisions and clauses. QUESTION AND ANSWER PERIOD CAR 1352.215-73 INQUIRIES (APR 2010): � Offerors must submit all questions concerning this solicitation in writing electronically to Brian Jamieson, Contract Specialist, at Brian.Jamieson@Nist.gov. Questions must be received by or before July 10, 2020 at 10:00 AM ET. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract.� (End of Provision). � DUE DATE FOR QUOTATIONS All quotations must be submitted via email to Brian Jamieson, Contract Specialist, at Brian.Jamieson@nist.gov. Submission must be received not later than July 14, 2020 at 10:00 AM ET. REQUIRED SUBMISSIONS For the purpose of evaluation of Technical Capability: Documentation and product literature, which clearly demonstrates that the items being quoted conform to the requirements identified herein. Documentation shall discuss specifications and warranty of the quoted products. For the purpose of evaluation of Price: A firm-fixed price quotation for the identified line item. Any shipping/delivery fees must be included in the quotation. Contractor DUNS DUNS shall be used to verify the offeror�s active System for Award Management (SAM) registration. Offerors must have an active registration at www.SAM.Gov to be considered for award. � Completed Provisions Please complete the highlighted areas in the applicable provisions and clauses documents and return with submissions. � CONTRACT LINE ITEM STRUCTURE: Responsible Offerors shall provide pricing for the line items as detailed in the attached Statement of Need. EVALUATION CRITERIA AND BASIS FOR AWARD In accordance with FAR 52.212-2: Evaluation � Commercial Items as included in the attached Applicable Provisions and Clauses document, the Government intends to award a purchase order resulting from this solicitation to the responsible offeror whose quotation, conforming to the solicitation, is the Lowest Price Technically Acceptable quote. Technically acceptable means that the quotation meets the following requirements: Quotation clearly includes all products, in accordance with the required specifications, quantities, and warranty features, as identified in the Statement of Need.� Quotation meets delivery requirements and otherwise complies with all terms of this solicitation � Price will be evaluated for reasonableness. �
