- NOTICE OF INTENT FOR SOLE SOURCE The U.S. Space Force Enterprise Solutions Directorate (USSF/ESD), Peterson Air Force Base received a Sole Source justification for the purchase of TEST AND EVALUATION TRAINING. The North American Industrial Classification System (NAICS) number is 611512 Flight Training, and the business size standard is $30M. USSF/ESD intends to issue a firm-fixed price award to the National Test Pilot School, P.O. Box 658, Mojave, CA 93501. This procurement is for the acquisition of a sole source commercial item using simplified procedures in accordance with FAR Part 13.106(b)(1). �At this time, only one responsible source is known. The purpose of this notice is to convey the Government�s intent and to request public input as to other potential service providers capable of filling this requirement. REQUIREMENT: �� The Space Force requires training services imparting the knowledge, skills and abilities to conduct system and system-of-system level test and evaluation of complex aerospace capabilities.� The course shall be for 15 class days (Monday through Friday, less any Holidays).� The course shall support up to 12 students.� This training shall be at the Graduate level and shall consist of academic lectures, theoretical exercises, test project and project safety planning, practical exercises conducted in an aircraft while airborne and test reporting.� The following subjects shall include, at a minimum, the following: The�service provider�shall develop a Space Command Test and Evaluation Course tailored to impart the knowledge required to evaluate space orbital, ground and Command and Control systems, heavily leveraging existing NTPS course material. � The curriculum and course materials shall be provided in digital media format (DVD) to each student at the end of the course.� Data shall be delivered in Microsoft Office compatible format. � The following subjects shall be included: Policy Review USAF Acquisition Policy USAF T&E Policy System Requirements Traceability to Test Objectives Process Requirements Process and Test Criteria Technical Specifications, User Requirements, and Test Structure Risk Management and Flight Test Safety Planning Identifying specific flight test risks and hazards Test Hazard Analysis (THA) Process Risk Management Assessment Processes Test Planning Process Objectives/Measures Evaluation Criteria Test and Evaluation Test Design Test Card Design and Discipline Resource Planning (personnel; flying time; travel costs; range time; data reduction ������ tools; funding; test facilities) Data Requirements (metrics; waveforms; format of test parameters for archive, ������ dissemination, & analysis of test results; data storage/security requirements) Go-No-Go (Milestone decision making for test entrance/exit criteria) Technical Review Board; Safety Review Board; Flight Readiness Review ������ processes Test Execution Detailed Test Procedures Safety and Mission Briefings Crew Resource Management (Scheduling, Workflow Management, Crew Coordination) Configuration Management Types of Testing Developmental Test and Evaluation Performance Flying Qualities � airworthiness certifications System Functionality Interoperability Operational Test and Evaluation Mission Effectiveness Suitability Reliability, Maintainability, Logistics and Availability Human Factors Workload Assessment Techniques Crew Station Evaluation Test Reporting Evaluation Criteria Deficiencies Mission Reports/Quick Look Reports Final Reports Briefings Lessons Learned Any service provider believing they can provide the required training may provide evidence for consideration.� Information furnished shall include enough detailed documentation to allow the Government to perform a proper evaluation of the respondent's ability to meet the requirements as described above. Response must include: Company POC Name, Phone and email Identification of Small or Large Business, If Small business, please identify any socio-economic designation(s) NAICS CAGE/DUNS The Government does not intend to pay for any information provided under this announcement.� An interested party must have a current registration with the System for Award Management (SAM) https://www.sam.gov/portal/public/SAM/. The Government will use any information received in response to this notice to determine if there is sufficient interest in the marketplace from qualified sources for future requirements. The Government reserves the right to proceed with the contemplated sole source award. When requested, the ombudsman will maintain strict�confidentiality as to the source of the concern. The existence of the�ombudsman does not affect the authority of the program manager,�contracting officer, or source selection official. Further, the�ombudsman does not participate in the evaluation of proposals, the�source selection process, or the adjudication of protests or formal�contract disputes.
