- The Naval Information Warfare Systems Command (NAVWAR), in support of Program Executive Officer (PEO) for Space Systems (SS), PMW 146, intends to negotiate a follow-on sole-source contract with the incumbent, Boeing Satellite Systems (BSS), henceforth referred to as Boeing, 2260 Imperial Highway, El Segundo, CA 90245, to acquire engineering, technical, and related support to maintain and extend the life span of the Ultra High Frequency Follow-On (UFO) Military Satellite Communications (MILSATCOM) constellation. This is a follow-on to N00039-16-D-0005 contract with the previously posted synopsis solicitation number N00039_SNOTE_000B60E6 that was awarded as a sole-source to Boeing in December 2015. As the Original Equipment Manufacturer (OEM), Boeing is the only known responsible source with the unique corporate knowledge and complete historical database on the 601 class satellite. This action is necessary in order to meet operational requirements and provide technical feedback and analysis concerning best practices for maintaining the health of the existing UFO constellation. The UFO Program was first introduced in 1987 and used the body-stabilized Boeing 601 class satellite. Since all Boeing 601 spacecraft use the same basic bus design, the Navy is able to realize efficiencies gained by the collection of data on all eighty-one 601 satellites in various configurations. This sole source contract to Boeing is anticipated to have a Firm-Fixed Price (FFP) pricing structure and will be a five-year base ordering period. The Government intends to issue a request for proposal to Boeing without further notice. This notice of intent is not a request for competitive proposals.
