Sources Sought Product Service Code: C - ARCHITECT AND ENGINEERING SERVICES - CONSTRUCTION Place of Performance: Al Dhafra Air Base (ADAB), UAE The 380th Expeditionary Contracting Squadron located at Al Dhafra Air Base (ADAB), UAE, is sourcing local (within 150 km radius of ADAB) vendors that are responsible in accordance with Federal Acquisition Regulation (FAR) part 9 and are capable of performing both simple and complex architect and engineering services for ADAB. The Government intends to use this information to increase its potential vendor database. This is a Sources Sought notice and shall not be construed in any manner to be an obligation on behalf of the Government, or result in any claim for reimbursement of costs for any effort expended in responding to this request. The potential contractor shall be expected to provide labor, equipment, material, transportation, quality control, and supervision necessary to provide architectural and engineering services. In accordance with FAR part 2.101, architectural-engineering services is defined as: (1) Professional services of an architectural or engineering nature, as defined by State law, if applicable, that are required to be performed or approved by a person licensed, registered, or certified to provide those services; (2) Professional services of an architectural or engineering nature performed by contract that are associated with research, planning, development, design, construction, alteration, or repair of real property; and (3) those other professional services of an architectural or engineering nature, or incidental services, that members of the architectural and engineering professions (and individuals in their employ) may logically or justifiably perform, including studies, investigations, surveying and mapping, tests, evaluations, consultations, comprehensive planning, program management, conceptual designs, plans and specifications, value engineering, construction phase services, soils engineering, drawing reviews, preparation of operating and maintenance manuals, and other related services, transportation, quality control, and supervision necessary to perform various design projects. Contracts for architectural or engineering services will range between a project magnitude minimum of $2,500.00 to a maximum value of $5,000,000.00. Potential contractors must be registered in the System for Award Management (SAM) in order to be eligible for award. (See Internet Site https://www.acquisition.gov). Contractors interested in future business with ADAB should be able to gain access through appropriate Emirati checkpoints. The North American Industry Classification System (NAICS) for this acquisition will fall under sector 54 � Professional, Scientific and Technical Services. The 380th Expeditionary Contracting Squadron requests that vendors interested in being added to our vendor base for architectural or engineering services and that meet the requirements outlined above submit a Statement of Capabilities (SoC) and maximum annual capacity to support this requirement. This SoC and annual capacity declaration shall not exceed 5 pages in total length.
