- Sources Sought Synopsis: The purpose of this sources sought notice is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification System (NAICS) Code is 339112 Surgical and Medical Instrument Manufacturing with a corresponding size standard of 1000 employees. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include Service-Disabled Veteran-Owned, Veteran-Owned, HubZone, and Women-Owned small business concerns. The Veterans Health Administration Network Contracting Office 16, Houston, Texas, is seeking potential sources to provide Superior Capsular Reconstruction (SCR) hand instruments in support of The Operative Care Line of the Michael E. DeBakey VA Medical Center Houston, Texas. SCR is a surgical technique that reinforces the superior capsule, keeping the humeral head reduced in the glenoid by attaching tissue from the glenoid to the greater tuberosity. SCR hand instruments are used in the surgical treatment for the management of irreparable rotator cuff tear with the intent of restoring the superior stability of the shoulder joint. The healthcare of Veterans that have irreparable rotator cuff tears rely on effective SCR surgical procedures and world class VA healthcare initiatives that delivers good short-term functional outcomes. To support The Operative Care Line the following SCR hand instruments are the Brand Name products of Arthrex as a point of reference of a general description of a SCR hand instrument: SCR Guide Product # AR-16950SR Back Grasper with SR Handle Product # AR-12531SR This sources sought is issued solely for information and planning purposes it does not constitute a Request for Quote (RFQ) or a promise to issue an RFQ in the future. This sources sought and request for information does not commit the Government to contract for any supply or service whatsoever. The government is not at this time seeking proposals and will not accept unsolicited proposals. Contractors responding to this sources sought notice are advised their response does not ensure participation in future solicitations or contract awards. The Government will not reimburse any company or individual for any expense associated with preparation or participation in this research. Contractor responses should include: The size of your business with regard to North American Industry Classification System (NAICS) code 339112 per the standard described in Federal Acquisition Regulation (FAR) Part 19.102 (FAR available at https://www.acquisition.gov). Recommended Bid schedule (Contract Line item) and invoicing recommendations Company name, DUNS, CAGE, Contact information including phone number and email. Identify if you are interested and capable of providing the product(s). Distributors: You must provide proof that your firm is an authorized distributor of the product if authorization is required. The VA does not accept grey market items. Grey/gray market also known as a parallel market, is the trade of a commodity through distribution channels which, while legal, are unofficial, unauthorized, or unintended by the original manufacturer. If you have an existing GSA or VA, Federal Supply Schedule contract, please include the contract details in your response. If you are a Service-Disabled Veteran-Owned Small Business (SDVOSB) or a Veteran-Owned Small Business (VOSB), please provide a copy of your Center for Verification and Evaluation (CVE) memo.
