- Page 5 of 5 Prospective Contractor/Offeror: This is a Sources Sought Notice and is a preliminary notice for the RFP (Request for Proposal) for a Design-Bid-Build Construction Contract for the Central Utility Plant (CUP) at the Dallas VA, North Texas Health Care System. Project Description: VA has a requirement to construct a CUP at the Dallas Campus of the VA North Texas Health Care System. Building 70 (Energy Center) and Building 37 (Cooling Towers) work includes but is not limited to Central Utility Plant Upgrade. Work is to include an additional new 1,500-ton chiller; and associated related work, equipment and piping within Building 70. Also, to be included are provisions for underground connections from this equipment to the cooling towers. The Building 70 footprint is to remain the same as it currently exists. The work includes removal of four existing field erected cooling towers. It also includes the addition of six new pre-packaged stainless-steel cooling towers and installing them on existing and extended concrete basins. (There will be three new concrete basins added.) The work includes the provision of sluice gates to allow them to connect with each other. Also included is the addition of basin sweepers with centrifugal separators for the new cooling tower cells, and are other related provisions for pumps, piping, etc. within and near Building 70. ASBESTOS TESTING Asbestos surveys were conducted for Building 70 (Energy Center) and Building 37 (Cooling Towers), however, inspection of and sample collection from the electrical components [electrical components specifically for four existing chillers and for four existing cooling towers to be impacted by activities within the current project] were excluded because the systems were energized during the time that asbestos surveys were being conducted. All samples collected from previous asbestos survey did not identify the presence of asbestos-containing materials, therefore no evidence of ACM is presently found. The CONTRACTOR must have the electrical components for these specific items inspected for the presence of suspect asbestos-containing materials (ACM) and samples tested after the affected systems have been de- energized and before the components are disturbed. CONTRACTOR must use proper lock-out tag-out procedures. Samples must be collected in sufficient quantity and analyzed to assure compliance with the Texas Asbestos Health Protection Rules and collected by a properly trained individual who is licensed by the Texas Department of State Health Services as either an Asbestos Inspector or an Asbestos Individual Consultant. Sources Sought Notice The approximate project duration will be 426 calendar days from the Notice to Proceed. The Project Magnitude is between $10,000,000.00 and $20,000,000.00. The North American Industry Classification System (NAICS) 238220 (Plumbing, Heating, and Air-Conditioning Contractors), size standard 16.5M. This effort is anticipated for solicitation as a 100% SDVOSB set a-side. This source sought notice is for market research purposes in accordance with federal Acquisition Regulation (FAR) Part 10 and is to canvass firms classified under one or more of the following SBA programs: 8 (a), HUB Zone, SDV, WOSB, SDVOSB, and /or VOSB. It does not constitute a solicitation and is not to be considered as a commitment by the Government. All firms responding to this source sought notice are advised that their response to this notice is not a request that will be considered for contract award. All interested parties will be required to respond to the resultant solicitation separately from their response to this sources sought. Firms interested in submitting their capabilities for this project must include the following information in the cover letter /introduction: (1) Company name, address, point of contact with phone number and e-mail address; (2) Business size determination, and qualifying small business status/certification of Small Business (3) Bonding capacity (from surety). If submitting as a Joint Venture (JV), all JV s must have an agreement, JV entity DUNS, and CVE certification. All SDVOSB firm submitting must provide their CVE certification with date of expiration. Please limit responses to (5) pages. The Contractor capability statement shall include, but not limited to: Design-Bid-Build Experience: Provide at least three projects demonstrating previous experience performing this type of construction (before mentioned) with a value of at least $10,000,000.00. Design-Bid-Build Experience: Provide at least three in the past five years that demonstrate Energy Buildings and or/ Cooling Towers (Central Utility Plant upgrade) experience with Hospital, Medical Clinic, Healthcare facility construction experience; if not hospital or healthcare facility experiences provide at least three projects of institutional or administration buildings. Capability to perform: Briefly state how this project will be managed. Respondents are requested to submit capability Statements that exhibit clear and convincing evidence of your firm s capabilities and experience to perform the stated project.
