Description
The Naval Sea Systems Command intends to issue a Basic Ordering Agreement (BOA) to National Steel and Shipbuilding Company (NASSCO), 2798 E Harbor Dr. San Diego, CA 92113-3650, using other than full and open competition under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. This BOA is for Post Delivery requirements in support of the Expeditionary Sea Base (ESB) Class, which includes support for Post Delivery Test and Trials (PDT&T), Post Industrial Testing, Certification and Testing Events, and Emergent Repairs.� Additionally, this BOA will include requirements for any emergent C4I and Weapon Systems repairs and/or modifications to retrofit existing Expeditionary Transfer Dock (ESD)/ESB Class fleet. Examples of tasking may include: program management, advanced planning, detail design, work item development, onsite engineering, onsite liaison, scheduling, participation in planning meetings, material procurement and kitting, including all Long Lead Time Material (LLTM), and updating Ship Record Drawings (SRD). It is anticipated that the BOA ordering period will be through the SCN Obligation Work Limiting Date (OWLD) of the last ship of the ESB Class. This notice of intent is not a request for competitive proposals.� The contemplated contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1.� Interested parties may identify their interest and capability to respond to the requirement.� A determination by the Government not to solicit from more than one source for performance of the contemplated contract based upon responses to this notice is solely within the discretion of the Government.
