Description
Region 10 - California-Great Basin of the Bureau of Reclamation intends to issue a Solicitation for a firm fixed-price construction contract for the Antioch Fish Release Site Replacement Project. This procurement will be advertised as a Total Small Business set-aside. Solicitation will follow Lowest Price Technically Acceptable (LPTA) source selection process and will be issued as a Request for Proposal (RFP) using FAR Part 15, contracting by Negotiation procedures. The work to be performed is described below. The applicable North American Industry Classification System (NAICS) Code is 237990 and the related small business size standard is $39.5M. This notice is not a request for proposal and the information presented in this announcement will not obligate the Bureau of Reclamation in any manner. The estimated cost of this project is between $1,000,000.00 and $5,000,000.00. This procurement will require 100% performance and payment bonds. The work is located between cities of Antioch and Oakley, on the south shore of the San Joaquin River in Contra Costa County, California. PRINCIPAL COMPONENTS OF WORK The following is a listing of the principal components of work, but does not address all work items or tasks required for completion of the project: A.Demolish, remove, and dispose the existing fish release system, which may include hazardous materials. B.Demolish, remove, and dispose concrete pads surrounding the existing downspout, electrical panels, and fish release system. C.Design and construct a new concrete slab with multiple small equipment footings for the electrical panels, upland support for the fish release pipes, and downspout support. D.Design, furnish, and install stainless steel features including: retractable fish screen, submersible pump system, flowmeter, approximately 90 feet 16-inch-diameter water intake pipe, all valves and connections. E.Design, furnish, and install approximately 165 feet 12-inch-diameter stainless steel fish release pipes and in-water coated steel support piles and frame. F.Design, furnish, and install downspout support frame and piping. G.Design, furnish, and install marine lights on steel piles. H.Design, furnish, install and test electrical system starting at the load side of the transformer. I.Design, furnish, install frames and supports for the electrical panels. J.Design, furnish, install chain-link fence to accommodate fish retrieval equipment and pipes through chain-link fence threshold with manual sliding gate. K.Furnish and install precast wheel stops. L.Design, furnish and install protective pipe bollards around electrical equipment. Solicitation 140R2020R0010 will be posted electronically via https://beta.sam.gov/ on or about August 10, 2020. The date for receipt of proposals will be approximately September 9, 2020. The solicitation must be downloaded at the above website; no paper copy of this solicitation will be distributed. Prospective contractors MUST be actively registered in the System for Award Management (SAM) database at http://www.sam.gov to be eligible for award.
