- 6/24/2020: Amendment 0001 The purpose of Amendment 0001 to Solicitation #95332420Q0019 is to: 1) Provide the Question and Answer document and update Sections C, F, and L of the solicitation accordingly; 2) Attach the webinar presentation slides and webinar attendee list; and 3) Extend the quotation due date FROM July 3, 2020 at 11:00 am Eastern Time TO July 6, 2020 at 11:00 am Eastern Time. Please see Amendment documents for more details. 6/2/2020: Original Notice (Note that�the quotation due date has been updated below�per Amendment 0001) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and Subpart 13.5, as supplemented with additional information included in this notice. The Millennium Challenge Corporation (MCC) is a U.S. Government corporation that works with developing countries to promote sustainable economic growth to reduce poverty. Since its establishment in 2004, MCC has deployed more than $10 billion in development grants through compact and threshold programs across 40+ countries. For more information on MCC, please visit www.mcc.gov. This announcement constitutes the only solicitation; quotes are being requested. (i) The solicitation number is 95332420Q0019 and is issued as a request for quotations (RFQ). (ii) The solicitation document (attached in full to this announcement) and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-06 (effective May 6, 2020). (iii) This solicitation is not a set aside and is being conducted as a full and open competition. (iv) Contract line item numbers (CLINs) are included in Section B of the solicitation. (v) MCC seeks offers to design and implement a randomized controlled trial (RCT) in urban Burkina Faso on interventions to increase electricity grid connections among households.�The RCT should address the potential of credit interventions and lowering administrative barriers to increase grid connections but could potentially be extended to analyze other interventions to the extent that they are well justified by existing research. The contractor will support the Economic Analysis division of the Department for Policy and Evaluation at MCC and collaborate with MCC and the Government of Burkina Faso. Please see attached solicitation for full details. (vi) Dates and places of delivery are included in the solicitation document. Acceptance is at the Government location and all deliveries are FOB destination. (vii) The following evaluation criteria are hereby included in paragraph (a) of provision 52.212-2, Evaluation -- Commercial Items: �A. Technical Capability i. Sub-Factor 1: Staffing ii. Sub-Factor 2: Technical Approach/Methodology B. Past Performance C. Price Technical capability and past performance, when combined, are more important than price. (viii)� The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items (both the basic clause and Alternate I), applies to this acquisition. (ix) The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition. See Section I for the additional FAR clauses that are applicable to this acquisition. (x) The contracting officer has determined that additional terms and conditions (MCC-specific clauses) are necessary for this acquisition. However, the terms and conditions are consistent with customary commercial practices.
