- Notice of Intent (Sole Source) The Consumer Product Safety Commission (CPSC) announces its intention to negotiate and issue a sole source award to Consortium for Environmental Risk Management (CERM), 9 Union Street, Hallowell, Maine� 04347 for Read-Across Training Course. CERM will provide a two-day, in house training course on Read-Across Methodology which is a specialized set of methods in toxicology that uses the chemical and biological properties of well-studied chemicals to predict the chemical and biological properties of related, but untested chemicals.� There are tens of thousands of chemicals in commerce, in products, and in the environment.� Only a fraction of these chemicals have been subjected to toxicological testing.� The time and cost to conduct toxicological tests in laboratory animals makes it impossible to study the toxicity of most chemicals by traditional means.� The alternative is to use �new alternative methods� (NAMs) such as in vitro studies that can be done faster and at less expense.� Read-across tools and techniques are a means of assessing human risks in humans.� Read-across and NAMs are inter-related subjects. CERM is the only provider of a comprehensive course on Read-Across Methodology targeting risk assessors, toxicologists, and chemists who work on chemical assessments. Only one responsible source is able to satisfy agency requirements. CPSC intends to negotiate this requirement under the authority of FAR 13.106-1(b) and 41 U.S.C. 253(c)1. The sole source procurement will be awarded as a simplified acquisition in accordance with FAR Subpart 12 & FAR Subpart 13 procedures.� Interested persons may identify their interest and submit a capability statement demonstrating their ability to meet this requirement.� This notice of intent is not a request for competitive quotations; however, all quotations/responses received within fifteen (15) business days of the issuance of this notice will be considered by the government.� A determination by the government to not compete this proposed procurement based upon responses to this notice is solely within the discretion of the Government.� Any quotation/response must be in writing and can be sent via email to the Contract Specialist at rbeechum@cpsc.gov by 11am Eastern Time July 15, 2020. No phone calls will be accepted.�
