IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. B. INTRODUCTION SOURCES SOUGHT NOTICE The information provided in response to this sources sought notice will be used to complete SSP�s market research in an effort to identify any other potential and eligible vendors capable of fulfilling the requirements described in paragraph C below. NOTE: The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL C. REQUIREMENT Sources sought to provide support for facilities management and sustainment functions of Strategic Systems Programs Headquarters. Baseline Manpower includes the following categories and scope of work is as follows: Facilities Facilities Program Lead The contractor shall support facilities management and sustainment functions of Strategic Systems Programs Headquarters. Provide technical and administrative support in the investigation, analysis and resolution of all facilities sustainment projects and future facility related initiatives. This includes facility planning, design, document production, and project administration for the execution of facilities related projects. Provide and manage plan inventories of all equipment (copiers, shredders, faxes, and telephones), keys, supplies, furniture and safes posted on SSP shared drive. Provide administrative, professional and technical support in the investigation, analysis and resolution of facility-related environmental issues.� Assist with identifying changes/new requirements for space modifications, reconfigurations and new furniture, or relocated furniture. Assist in preparing facilities requirements, technical briefs, and acquisition documentation to include but not limited to (supply requests, DD Form 1450, Scopes of Work, work schedules, and sequencing plans for the mitigation of mission impact). Shall manage the preparation, coordination, checkout, and installation of Non-Technical Collateral Equipment (NTCE), such as Furniture, Audio Visual, and Security System Equipment for facilities. Assist with procurement, storage, inventory, and delivery of supplies, materials, and equipment. Provide support for facility maintenance and new work requests; escort service personnel, interface with customer and track requests. Support facilities key management for internal spaces, furniture/cubicles and storage units. Provide interim space planning and rollout for new program office request and procurement platforms and respond to facility/security/telecommunications and procurement service requests. Develop, and deliver for approval, Facilities corner information for website/newsletter/all-hands drafts for all facility issues. Facilities Technician Process/deliver supply orders.� Support SSP procurement by maintaining supply inventory and developing supply lists for reordering of supplies and materials, reviewing specifications and coordinating requests with government card holder. Assist with procurement of supplies, material, services, delivery and installation of supplies and equipment at SPHQ. Keep office supply stock replenished and maintain storage rooms, supply closets, etc. Provide escort service for all maintenance and project contractors on an as-needed basis. Provide labor for furniture reconfigurations, room modifications, and safe relocations as required. Provide restocking, labeling and organization of storage rooms and equipment as required.� Support SPHQ safety, emergency management, fire inspections and provide Building 200 fire warden extinguisher inspections. Support the telecommunications program at SPHQ and served as liaison with service vendor for all repairs, maintenance, customer requests and new work. Maintain telephone inventories, tracked changes on database, revised documentation and post on SP16 shared drive. Work will require lifting heavy objects up to 50 pounds, bending, squatting, walking, and prolonged standing. � Architect Provide configuration control for facility modifications and maintain the digital floor plans with updates/configuration revisions posted on SSP shared drives. Provide and maintained facility-related documents throughout the contract period posted on SSP shared drive. Provide immediate reaction in preparing briefings, white papers, issue papers, and point papers on facility technical and programmatic issues. Assist with identifying changes/new requirements for space modifications, reconfigurations and new furniture, or relocated furniture. Prepare reconfiguration drawings to record modifications. Prepare modification drawings to reflect proposed changes. Develop record of changes spreadsheet for the revision history of required buildings and assist in the revision of form DD1450 and Space Requirements Data, as necessary. Must be Auto Cad proficient. Mail Handler Provide mail room support functions during duty hours for in-coming and out-going mail processing and deliveries. Performs various duties involving the control, processing and delivery of incoming and outgoing mail.� Receive, open, and distribute mail addressed in a variety of ways for distribution to all delivery points based on knowledge of office programs.� Read and classify correspondence to ensure proper distribution.� Obtain receipt signatures as necessary.� Record and controls incoming and outgoing registered, insured and certified mail.� Completes forms for USPS, FedEx, and other private courier delivery services.� Process and deliver incoming Registered, Certified, Insured, Express, and other various items personally to the addressee/authorized agent. Inspect outgoing accountable mail to ensure they are in proper format and addressed in accordance with appropriate regulations and guidelines.�� Maintain 100% accountability of all Registered Mail.� Utilize automated computer systems and software, such as a spreadsheet program, to create, update, revise, sort, reformat, and/or manipulate data in spreadsheets using a variety of data. Provide monthly reports.� Provides general administrative and logistical support. Government Travel Charge Card Support Administrative Specialist Provide Government Travel Charge Card (GTCC) service support.� Serve as the assistant/alternate to the Government Travel Charge Card (GTCC) Program manager.� Monitor and manage day to day activities dealing with GTCC.� Serve as alternate AOPC (assistant to the AOPC).� �Basic communication skills required; ability to follow and give direction; ability to interact and provide customer service to all levels of staff within and outside the command (e.g. cardholders, AOPC�s, managers, supervisors, HR, DTS Team, upper level and lower level Hierarchy personnel,� and CitiManager staff) in order to address and resolve problems.�� Provide guidance and assistance on GTCC policies and procedures.� Ensure protection of data in accordance with the Privacy Act. Provide Government Travel Charge Card (GTCC) service support.� Run reports as required on a weekly, monthly or Ad hoc basis. Monitor declined transactions report.� Review data and create cases (Intellilink) as needed for potential misuse/fraud of the GTCC.� Follow up/elevate cases as needed.�� Process all incoming and outgoing cardholders and information/actions to include but not limited to:� Processing expedited applications, assisting cardholders with training and application use,� updating cardholder information, processing requests for statement copies, increases in spending limits, upgrade requests and requests to be placed in Mission Critical status.�� Monitor and manage delinquencies, pre-suspension and suspension accounts throughout the month. Maintain up-to-date spreadsheet logs for actions.� Send reminders to cardholders regarding delinquencies and ensure copies are sent to the appropriate management for information and further action as needed.� Review vouchers and travel orders utilizing DTS and coordinate with DTS team on pending claims & DTS issues regarding delinquent payments.� Maintain paperwork and files for cardholders, including all email traffic regarding GTCC. Create new files and archive old files as needed.� Maintain up-to-date lists of cardholders and account information. Maintain paper and electronic files as needed on the operation of the program.� Monitor GTCC expiration dates and Training Certificates for cardholders and follow up via email to cardholders/supervisors as needed.� Co-lead teleconference meetings.� Maintain rosters and minutes for meetings. Follow up as needed with GTCC, supervisors, and field Agency Program Coordinator(APC)/ Agency/ Organization Program Coordinator (AOPC) APC/AOPC. All positions require a Secret clearance. The Contractor shall provide personnel who maintain a secret level clearance to enable the appropriate level of building access to conduct necessary meetings and other data gathering requirements.
