Description
SOURCES SOUGHT: This is a SOURCES SOUGHT NOTICE. The U.S. Geological Survey is conducting a MARKET SURVEY to determine the interest and capability of any firm eligible to compete for the Purchase and Installation of an Autoclave under NAICS code 332420 with a Small Business Size Standard of 750 employees. THIS IS NOT A SOLICITATION. ALL COST ASSOCIATED WITH PROVIDING INFORMATION AS REQUESTED BY THIS SOURCES SOUGHT NOTICE SHALL BE THE RESPONSIBILITY OF THE CONTRACTOR. Submission is voluntary. Project Description: Purchase and Installation of Autoclave Unit Background: The Great Lakes Science Center (GLSC) requires a piece of equipment allowing researchers to sterilize and remove microbiotic contaminants from study samples including, but not limited to, soil samples and plants, larger plant potting materials, and materials used for and produced by genetic studies on fish and plants. Such a piece of equipment would produce its own sterilizing agent, be self-contained, and would be powered by means available at the Great Lakes Science Center (i.e., electricity). Scope: A large capacity autoclave unit is necessary to sanitize laboratory samples and supplies using any selection of pre-vacuum, liquid, or gravity sterilizing cycles. A unit would be self-contained and supply its own means of sterilization dependent upon required utilities supplied by the GLSC (i.e., electricity and plumbing) and would sterilize samples and equipment within an acceptable time period relative to other similar units. The preferred unit would have an easily navigable menu to operate the unit, as well as a simple functioning door to provide ease-of-use when loading and unloading the unit. Salient Characteristics for Autoclave: � Free-standing or �cabinet� type unit; � 120V, 1-Phase power requirement; � Sterilizer vessel ASME-rated at 50psig and insulated; � Steam-jacketed with chamber size of 16� X 16� X 26� � Single, manual-operated vertical sliding door; � Modularized vessel and piping; � Brass and copper threaded piping; � Steam-activated door seal; � Equipped with integral carbon steel electric steam generator � 460/480V, 3-Phase power requirement; � Pre-vacuum (100�C-141�C), liquid (100�C-141�C), gravity (100�C � 141�C), USP 660 (glassware), and continuous (up to 9,999 continuous) cycle options; � Cycle preconfigured to process lab waste when in autoclavable bags, cycle to verify door seal and piping system integrity, and cycle for verification of effective removal of residual air in sterilization chamber and load to determine whether even and rapid steam penetration occurs in a test load; � Environmental sustainability options to allow for (1) slow cooling of the vessel and load while allowing programmed shut-off of utility inputs, (2) shut-off of steam to jacket when unit sits idle for a specified period of time; � Steam purge capability to assist in air removal and preheating load; � Automatic steam shut-off capabilities for liquid cycles to allow for efficient cooling; � Asbestos-free spin-glass insulation around sterilizing vessel; � Easily accessible hinged panel providing easy access to sterilizer piping and control system; � Detectors for sterilizer temperature control; � Software calibration capabilities to ensure temperature and pressure inputs; � Control panel with digital, touch-screen display to monitor and control all sterilizer operations and functions; � Mobile and PC messaging capabilities allowing user to receive alerts on sterilizer unit status; � Cycle-programming (at least 20 cycles) and flash memory capabilities; � Cycle data record keeping via printout and on-screen; � Visible gauges to allow for non-digital chamber and jacket pressure readings; � Safety features consisting of alarm tones for hazardous conditions (programmed), control lockout switch, chamber float switch, pressure relief valve, and emergency stop button; � Piping system to drain with automatic condensing of chamber steam and disposal of condensate waste. Installation: Installation will include uncrating (if applicable) the delivered unit and inspecting for any damage. The unit will be completely reassembled and installed at a specified location within the GLSC with any additional piping or connections made using flexible or hard-piping (dependent upon facility regulations). The unit will be leveled and all air, steam, water, and drain connections made upon installation. Electrical connections to the unit will be made with installer supplied electrical cable fit from the facility junction box to the unit, in accordance with local and facility regulations. A scope of work will be provided with any solicitation that may be issued. Responses to this announcement are requested from (1) SBA certified Small Business HubZone firms; (2) Small Business firms certified by a Small Business Administration (SBA) district or regional office for participation in the 8(a) program; (3) Service-Disabled Veteran-Owned small Business firms; (4) Small Businesses. In response to this announcement, please indicate your firm's socioeconomic status (e.g. small business, service-disabled veteran-owned, women owned, HUBZone, etc.) This information will assist the Government in determining how small businesses can fit into the acquisition strategy. A firm is considered small under NAICS code 332420 if their AVERAGE number of employees is less than or equal to 750 employees (see https://www.sba.gov/ for more information). Any information submitted is voluntary. If sufficient interest and capability is not received from firms in categories (1) through (4) above, any solicitation may be issued as unrestricted without further consideration. Interested small business firms shall submit (1) NAME, ADDRESS, and PHONE NUMBER OF THE FIRM (including DUNS NUMBER); (2) a CAPABILITY STATEMENT including (a) RECENT (within the last three fiscal years) RELEVANT (similar projects to this requirement) performance history (identify the name of the owner and their point(s) of contact with telephone and fax numbers, e-mail addresses; and (b) in what capacity (e.g., prime, subcontractor etc.) they performed the work; and (3) their SIZE STATUS. Your company must have a DUNs number and be registered on-line at the System for Award Management (SAM). You will also be required to provide your small business status information either via the RFP or the On-line Representations and Certifications (ORCA) also located at the SAM website before an award to your company can be made. Your on-line ORCA registration will cover any/all of your offers to the Federal Government, and only needs updated annually. All responses must be submitted NLT June 30, 2020 at 3:00pm MST via e-mail to: ctheeke@usgs.gov. This is NOT a Request for Proposal (RFP) or Invitation for Bid (IFB) and does not constitute any commitment by the Government. Responses to this sources sought notice will be used by the Government to make appropriate acquisition decisions. All interested sources must respond to future solicitation announcements separately from responses to this market survey. Any solicitation that may be issued will be posted on the Federal Business Opportunities website and no paper copies will be provided.
