Description
The Government is conducting market research to identify potential sources that possess the repair data, expertise, capabilities, and experience to meet qualification requirements for sustainment of the AN/APG-63(V)1 and AN/APG-63(V)3 radars and associated subsystems for United States Air Force (USAF), to include Air National Guard (ANG), F-15 aircraft. Requirements shall include sustainment of V3 radar subsystem for the Foreign Military Sales (FMS) Royal Saudi Air Force (RSAF) F-15SA aircraft, USAF APG-70, and USAF Talon HATE subsystem. In addition, this effort will include services such as cybersecurity tasks and continuous contractor Field Service Engineer (FSR) support at Continental United States (CONUS) and Outside the Continental United States (OCONUS) locations for the USAF F-15E Radar Modernization Program (RMP) which includes the APG-82(V)1 subsystem. Throughout this document the AN/APG-63(V)1 is referred to as V1, AN/APG-63(V)3 is referred to as V3, and the APG-82(V)1 is referred to as RMP. Potential vendors shall provide program management, engineering, logistics, and repairs for the USAF V1, V2, and V3 radar subsystems, V3 radar subsystem for the RSAF F-15SA aircraft, and USAF Talon HATE system. The Contractor shall provide FSRs as technical experts supporting F- 15E aircraft with RMP. This effort will require access to proprietary data to perform on- and off- aircraft maintenance. Knowledge, generation, and storage of classified information and/or Controlled Unclassified Information (CUI) are required for performance of the contract/order. Vendors are required to meet Department of Defense Manuals 5205.07 Vol 1-4 and Joint Special Access Program (SAP) Implementation Guide (JSIG) security requirements associated with F-15 systems/subsystems to include facilities and personnel. The level of security clearance required is TOP SECRET.� Foreign participation in this requirement is not allowed. The Government does not own or have access to the data for these items. Contractor shall furnish all material, support equipment, tools, test equipment, and services. The contractor is responsible for providing, maintaining, and calibrating all support equipment required at their facility or a subcontractor�s facility. Contractor furnished material or parts used for replacement shall equal or exceed the quality of the original material or parts. Boeing is currently identified as the sole source contractor, due to data limitations for proprietary subsystems associated with integrating the radar enterprise onto the F-15 aircraft. Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation in this survey.
