Description
Industrial High Volume Shredder Requirement The Bureau of the Census, National Processing Center (NPC), Jeffersonville, Indiana is issuing this notice as a combined synopsis/ solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation 1333LC20Q00000013 is issued as a Request for Quote (RFQ).� This solicitation and incorporated provisions and clauses are those in effect through FAC 2020-06 dated 05-June-2020.� The intention of the Census Bureau is to acquire two complete, shredding systems including tipper, industrial shredding machine, output conveyor, dust collection system and baler, together with all installation labor, materials, tools, and parts required to make each system operational in all respects. User training is also required.� DESCRIPTION: CLIN0001: Two (2) Each � Tipper to load materials on shredder input conveyor with the following minimum specifications/characteristics: Powered by electricity. (60 amp max combined with CLIN0002 through CLIN0005) Must lift containers of materials to discharge efficiently onto the input conveyor of the shredding machine described in CLIN0002. Accommodate 64 through 96-gallon security containers, 55-gallon drums, containers up to 52""W x 53"" tall and loading carts and Gaylord boxes up to 2,000 pounds. Minimum one-year warranty covering all parts, labor and incidental expenses. CLIN0002: Two (2) Each - Industrial, High Volume Shredding Machine with the following minimum specifications/characteristics: Shredding machine must connect via output conveyor with Baler described in CLIN0005. Powered by electricity, 460 Volts, 3 phase, 60 Hertz, 60 amp max combined with CLIN0002 through CLIN0005. 5/16 inch strip shred. Input conveyor fed at not less than 95 feet per minute. Input conveyor not less than 8 feet long and 30 inches wide, surrounded by a work table/lip area approximately 18 inches wide. The work table/lip area to support 350 pounds distributed unevenly. Capable of sustained volume of 2 tons per hour, 12 tons per day. Materials to be shredded include paper sheets of various weights, paper bound with various materials that may include plastic and metal staples and clips, file folders, posters, pamphlets, envelopes, Glassine window envelopes, multi media materials, and plastics such as ID badges. Must accept paper size up to 22�x 28� Must accept paper based materials and stacks of paper up to 1.5 inches thick. �Input feed opening not less than 30 inches wide. �Maximum decibel rating less than 85 dB(a). �Minimum one-year warranty covering all parts, labor and incidental expenses. CLIN0003: Two (2) Each - Output Conveyor linking shredder to baler described in CLIN0005 with the following minimum specifications/characteristics: Powered by electricity. (60 amp max combined with CLIN0001, CLIN0002, CLIN0004 and CLIN0005) Belt width 30 inches. Conveyor length must be adequate to reach Baler described in CLIN005. Conveyor speed must be adequate to keep pace with shredder output. Conveyor must link shredder to Baler described in CLIN0005 in a safe and secure manner with attachment to the floor, the shredder and/or the baler as appropriate. Maximum decibel rating less than 85 dB(a). Minimum one year warranty covering all parts, labor and incidental expenses. � CLIN0004: Two (2) Each - Dust Collection System designed to work in conjunction with the shredding system (tipper, shredder, conveyor and baler) with the following minimum specifications/characteristics: Dust collection system shall ensure that paper dust particles generated from shredding system shall not exceed 15 mg/m3 (total dust) or 5 mg/m3 (respirable fraction), as required per the OSHA Permissible Exposure Limit (PEL) for ""particulates not otherwise regulated."" Powered by electricity. (60 amp max combined with CLIN0001, CLIN0002, CLIN0003 and CLIN0005) Maximum decibel rating less than 85 dB(a). Minimum one year warranty covering all parts, labor and incidental expenses. � CLIN0005: Two (2) Each � Baler designed to accept shredded materials from the shredding machine described in CLIN0002 and form into bales with the following minimum specifications/characteristics: Bale Size: 72""L x 30""W x 40""H Bale Weight: 1,100-1,500 Lbs. Number of Bale Ties: 5 Powered by electricity. (60 amp max combined with CLIN0001 through CLIN0004). Minimum one year warranty covering all parts, labor and incidental expenses. � CLIN0006: All labor, materials, tools, equipment and incidental items required for the installation of CLIN0001 through CLIN0005, to complete two (2) shredding systems that are fully operational in all respects. � CLIN0007: Training Ten (10) Census employees on the characteristics, features, capabilities, use, daily maintenance and proper cleaning of all components in the shredding and baling system as installed. � The U. S. Census Bureau anticipates one award resulting from this notice.� Delivery is FOB destination to:� U.S. Census Bureau, Building 60F, 1621 Dutch Lane, Jeffersonville, Indiana 47132.� Delivery not later than: 31-October-2020. The following provisions and clauses apply to this RFQ: 52.212-1, Instructions to Offerors-Commercial Items, 52.212-2 - Evaluation -Commercial Items, 52.212-3 - Offeror Representations and Certifications - Commercial Items, 52.212-4 - Contract Terms and Conditions-Commercial Items, 52.212-5 - Contract Terms and Conditions Required to Implement Statutes or executives Orders � Commercial Items.�� ������������ Specific Evaluation Information: The government will consider technical capabilities of the products offered, experience, past performance, and net price after trade-in credit, if any, using simplified techniques. See FAR 13.106. The government may perform a comparative evaluation (comparing quotes to each other) to select the contractor that is best suited and provides the best value, considering the evaluation factors in this solicitation. The government intends to award a purchase order without further communicating with quoters. Therefore, quoters are highly encouraged to propose their best technical and pricing quotes in their initial submissions. Once the government determines the quote that is the best-suited, the government reserves the right to communicate with only that quoter to address any remaining issues which may include technical and price, if necessary, and finalize a purchase order with that quoter. This statement is not to be construed to mean that the government is obligated to communicate with every quoter. Equipment Offered in Trade for Credit Against Purchase Price One (1) Fully operational Allegheny 30-500C Shredder, Serial 14175 with 5/16 inch cutter width; purchased new in August 2010.� One (1) 3430-2572CE Baler, Serial 58008. One (1) 19� L Bolt-on Output Conveyor. This equipment is currently in use and has been maintained and serviced. The U. S. Census Bureau is offering this equipment �as is�, with no warranty express or implied, FOB at the NPC Facility, Jeffersonville, Indiana, in trade for a credit towards the purchase price of the line items described above. The unit is available for inspection at the NPC Facility. Please clearly set out the trade-in credit, if any, offered for this equipment. � Quotes are due by 12:00 PM Eastern on 8 July 2020.�� Offerors must be actively registered in the System for Award Management (SAM) See www.sam.gov .
