Description
Replace Main Unit Lift Station - PECO This announcement serves as the pre-solicitation notice for a contract requirement to replace the main unit lift station at Pecos National Historical Park. The work involves removing the existing obsolete lift station and 2"" force main pipe up to leach field and replacing with an up-to-date lift station and HDPE force main pipe. The contractor shall furnish all labor, materials, tools, equipment, supplies, staging, permitting, bonds, taxes, insurance and project supervision / management, correspondence, travel (except as otherwise specified), to accomplish all required work. All work is to be accomplished in accordance with the vendor / contractor proposal, and the NPS Plans / Specifications / Statement or Scope of Work. It is anticipated that this will be a total small business set-aside. The final determination will be made after completion of all required market research. The North American Industry Classification System (NAICS), code for this requirement is Y1ND (Plumbing, Heating, and Air-Conditioning Contractors), the associated small business size standard is $16.5 million. The Product Service Code (PSC), is Y1ND - Construction of Sewage and Waste Facilities. It is the intention of the government to award a firm fixed priced contract to accomplish the work of this requirement. All bidders must be registered in the System for Award Management (SAM) database prior to award of this contract. Selection and award will be based on a best value determination. All complete and responsive proposals shall be evaluated in accordance with the evaluation factors described below. The evaluation factors are listed in their order of importance. All evaluation factors, other than cost / price, when combined, are more important than cost or price. All pricing submitted shall be as low / or lower than the pricing charged the contractor�s most favored customer for comparable work / services under similar terms and conditions. Offerors are urged, to include their best technical and price terms in their initial offer. It should not be assumed that offeror�s will be given an opportunity to participate in discussions or be asked to submit a revised proposal.
