Description: June 23, 2020: Amendment 03 is posted to all offerors currently who responded to the initial solicitation. See attached Amendment 03 addressingï¿½Questions and Answers. June 23, 2020: Amendment 02 is posted to all offerors currently who responded to the solicitation. See attached Amendment 02 and Price Model.ï¿½ï¿½ January 9, 2020: Amendment 01 is posted.ï¿½ See the five (5) Amendment 01 attachments.ï¿½ The Virginia Contracting Activity intends to acquire a single Time and Materials (T&M) type contract for analytical support.ï¿½ This is a 100% 8(a) set-aside requirement.ï¿½ This full range of Counterintelligence (CI) analytic and operational support for the Office of Counterintelligence (OCI), Counterintelligence Analysis Division (CAD).ï¿½ This is a non-personal services requirement.ï¿½ This include, but is not limited to, expert CI advice and assistance in the accomplishment of the CI mission in a wide range of CI activities.ï¿½ OCI's mission is to identify, assess, and counter the threats to Department of Defense (DoD) personnel, operations, facilities, Research Development and Acquisition (RDA), Science & Technology (S&T), Defense Critical Infrastructure Protection (DCIP), Continuity of Government (CoG), and Committee on Foreign Investment in the United States (CFIUS) transactions.ï¿½ CAD's mission is to fully identify the Foreign Intelligence Entity (FIE) threats against DoD, and drive and shape defense CI engagement, enabling significant military and natinoal security advantage.ï¿½ CAD will provide baseline and tailored CI to provide strategic-level and analytical support through focused all-source analysis on FIE to further advance national and DoD strategic goals and objectives for protection DoD personnel, operations, facilities, RDA, S&T, DCIP/CoG, CFIUSï¿½information, and capabilities in support of OCI RDA/DCIP/CoG and CFIUS analytic efforts.ï¿½ï¿½ This procurement will be in accordance with FAR Part 12 Commercial Items and only 8(a) firmsï¿½will be solicited.ï¿½ It is anticipated that the total Period of Performance (PoP) will be 5 years from date of award.ï¿½ A base period of twelve (12) months, and four (4) twelve month option years.ï¿½ï¿½ Please direct any questions to the Contracting Officer Loretta C.
