- The Contractor shall provide sustaining services that include all: labor, supplies, personnel (minimum two (2) licensed electricians with one being an experienced journeyman), tools, materials, and supervision necessary to effectively satisfy the requirements listed in this PWS. The Contractor shall provide Program Management services, general electrical system maintenance services, including electrical connectivity, electrical circuit relocation, electrical repairs, and material inventory management. The contractor will also be available for legacy (existing) circuit removal and Electrician Standby services, Electrical Testing services, for a normal 5-day work week, Monday through Friday (40 hours/week) and emergency repair services on a 24/7/365 basis to ensure electrical systems residing within AITC s operations remain fully functional, reliable, and redundant. Unscheduled or Emergency repair services shall include electrical repair services outside of normal business hours from 0700 to 1700 hours, weekends, and holidays. AITC s operations contain various electrical generation and distribution-type systems deployed throughout restricted computer and electrical/mechanical service rooms. AITC requires specialized electrical maintenance personnel to be competent, factory authorized (preferred) and licensed (by the State of Texas) in mission-critical electrical systems found in both modern data centers (less than 10 years old) and office buildings. Emergency electrical services could involve services which impact data center operations, such as: generators, generator fuel systems, generator automatic transfer switches, uninterruptable power supplies, distribution electrical wire feeders, electrical switchgear, distribution electrical panels, power distribution units, remote power panel, electrical breakers, control systems, power meters, lighting systems, lighting panels, lighting electrical wire feeders, lighting breakers, IR Scans, and miscellaneous electrical systems. Normally throughout the work week the work scope involves VA-owned equipment and resources. Work on GSA building systems and equipment will only be required on a support or standby service level only. The Government operates a 24/7/365 data center with computer rooms and office spaces. It is imperative that the Government operates the facility with zero down time whenever feasible. Therefore, these emergency services are crucial to the success of the VA s mission to support the Veteran. If electric power to computer room equipment were to momentarily be interrupted, the entire computer room would go off-line and take days to restore to normal operating conditions. If air conditioning units that support the computer room were to fail for more than five (5) minutes, the computer room would overheat and the entire computer room would have to be shut down before permanently damaging computer room equipment. Interruptions to Customer services impact millions of Veterans and potentially cost the Customer $2M per day when services are not available.
