- Army Contracting Command-Rock Island (ACC-RI) on behalf of the U.S. Army, Product Director Special Ammunition and Weapon Systems (PdD SAWS) and Joint Munitions Command Security Assistance Directorate and Tank and Automotive Command Security Assistance Directorate hereby issues Synopsis W52P1J-20-R-0069 for the procurement of Special Ammunition and Weapon Systems (SAWS) for the Department of Defense (DoD),other U.S. agencies and foreign allies for the purposes of testing, training and combat in order to the support the National Military Strategy. SAWS is ammunition and mortar weapons systems that have not been safety tested and type classified for U.S. Army use and cannot be procured through the Army supply system. The SAWS items are primarily for use in non-U.S. weapon systems. For the purpose of this acquisition, SAWS and Non-NATO standard ammunition refer mainly to ammunition and weapon items produced and used by the Former Soviet Union (FSU) or Eastern Bloc countries. The Statement of Work (SOW)�and�SAWS Item Price Matrix (draft)�are provided as�attachments to this notice and the applicable General Specifications for this requirement are listed below.� -General Specifications for Special Ammunition and Weapon Systems, dated 1 January 2019 -General Specifications for Mortar Ammunition, dated 1 January 2019 -General Specification for PdD-SAWS Mortar Weapon System, dated 1 January 2019 -General Specification for Rocket Propelled & Spin Stabilized Grenade Ammunition, dated 1 January 2019 -General Specification for Small Caliber Ammunition, dated 1 January 2019 The acquisition is to be procured under full and open competition under NAICS 332994 �Small Arms, Ordnance, and Ordnance Accessories Manufacturing.� The Government intends to award multiple-award, Firm-Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contracts using Best Value Trade-Off source selection procedures as outlined in the solicitation and IAW with Federal Acquisition Regulation (FAR) 15.101-1. The guaranteed minimum(s) will be issued concurrently with award of the basic award IDIQ contract(s) on Delivery Order 0001 to each Offeror receiving an award. The following are the five ordering periods for this solicitation: Ordering Period One: Award - 365 Days After Award (DAA) Ordering Period Two: 366 DAA - 731 DAA Ordering Period Three: 732 DAA - 1097 DAA Ordering Period Four: 1098 DAA - 1463 DAA Ordering Period Five: 1464 DAA - 1829 DAA The FOB point will be indicated on an order by order basis and will be provided at the time proposals are requested. This synopsis does not constitute a RFP, and shall not be construed as a commitment by the Government for any purpose. Please review the SOW and the General Specifications.� The Government anticipates releasing draft RFP on or around�15�May 2020 and a final RFP by�12 June 2020. Request interested parties provide their comments and questions on the draft RFP no later than 26 June 2020 to Logan E. The response date is for archive purposes only and is NOT the date in which offers are due. The date offers are due will be issued with the solicitation. All prospective contractors shall be registered in the beta.SAM.gov database prior to the submittal of proposal and issuance of contract award. The U.S. Government will also hold a virtual industry day via teleconference, to discuss these requirements on or around 01 June 2020 following the release of the draft RFP. The overarching intent of the Industry Day is to initially brief the planned strategy for award of a five year, multiple-award Indefinite Delivery/Indefinite Quantity (IDIQ) for the procurement of SAWS and delivery to OCONUS and CONUS locations around the world in support of testing, training and combat missions in accordance with all applicable U.S. and foreign regulations for the transit of ammunition. The U.S. Government does not intend to award a contract on the basis of this Industry Day. Should the U.S. Government have a future requirement to procure NSA and NSMWS, a formal announcement will be published. Advanced registration for Industry Day will be required and must be received by the U.S. Army Contracting Command - Rock Island Point of Contacts listed above no later than 16:00 on 12 May 2020. Each company may register up to four (4) personnel to attend Industry Day on the attached Registration Form. Upon receipt of the attached registration form, the details of the teleconference, including an agenda will be provided.
