Description

This announcement is a Notice of Intent to Award Sole Source by the 55th Contracting Squadron; Offutt Air Force Base, Nebraska. This Notice of Intent does not constitute a Request for Proposal (RFP), nor is it to be construed as a commitment by the Government to further evaluate capability briefs, release a competitive solicitation, or award a contract. United States Strategic Command (USSTRATCOM) has a requirement to establish a Fusion Engine for All-Source Tracking (FEAST) bridge contract to develop and maintain data management, data integration and fusion, and situational awareness frameworks for the Intel Community. This bridge effort is necessary to provide adequate time to award a follow-on contract competitively and complete the potential transition to a new contractor. The bridge contract will be a C-Type contract utilizing a Cost Plus Fixed Fee (CPFF) structure with a 24 month period of performance. The Government has conducted extensive market research leading up to the development of the FEAST acquisition strategy, issuing one Sources Sought, Reference Number FA460020QA, 27 February 2020.� Market research substantiates that competition exists among contractors who are capable of performing this requirement. This acquisition action does not assume that SciTec, Inc. is the only contractor who can perform on this requirement, only that there are no contractors at this time, who are capable of performing without an unacceptable delay. The Government intends to award a Sole Source bridge contract to SciTec, Inc. under the statutory authority 10 USC 2304(c)(1), as implemented by FAR 6.302-1(a)(2)(iii), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.� This action assumes SciTec, Inc. is the only contractor capable of providing this service without causing an unacceptable delay in fulfilling the FEAST requirement.� The Justification and Approval document will be made available within 14 days of contract award.
