Description
Notice of Intent: Pursuant to FAR 6.302-1, ""Only One Responsible source and No Other Supplies or Services Will Satisfy Agency Requirements"", the Department of Energy (DOE) is planning to issue a sole-source purchase order to enable the Department of Energy�s Loan Programs Office (LPO) to widen it�s debt capital offering into the Lithium-ion battery value chain. Therefore, LPO has a need for a workshop and background information on the sector that can provide a better understanding of the rapidly developing supply chains and potential for US-based investments.� Benchmark Mineral Intelligence is an independent research and consultancy focused purely in this field is ideally placed to produce the workshop for the Loan Programs Offices� Origination and Engineering Groups. Benchmark Mineral Intelligence �will provide an introduction and primer on the current Li-ion market and major technological trends therein.� This will include: High levels of purity required for battery performance necessitates complicated multi-step flow sheets for chemical processing Automotive manufacturers and battery-makers prefer vertical integration and localization in Tier 1 jurisdictions to reduce supply chain complexity and risk Additional new mining resources yet to be discovered and developed to feed continuously growing demand from battery industry Slide deck and workshop is to be delivered in July virtually. The DOE intends to award a purchase order to Benchmark Minerals Intelligence. �Benchmark Minerals Intelligence possesses unique specialized experience and expertise in the Lithium-ion battery value chain. �Benchmark Minerals Intelligence is the only organization with the specialized experience to provide the Lithium-ion battery value chain required by LPO. Only one responsible source is available and no other types of services will satisfy the needs of the Department. THIS IS NOT A SOLICITATION FOR PROPOSALS OR AN INVITATION FOR BIDS, NOR DOES IT REPRESENT A COMMITMENT BY THE GOVERNMENT TO PAY FOR COSTS INCURRED IN THE PREPARATION AND SUBMISSION OF DATA OR ANY OTHER COSTS INCURRED IN RESPONSE TO THIS ANNOUNCEMENT.
