Description
(I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) The solicitation number is HHS-NIH-NIDA-NIA-CSS-20-006747 and the solicitation is issued as a Request for Quotation (RFQ). This solicitation is issued as non-competitive. This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13�Simplified Acquisition Procedures; FAR Subpart 13.5�Simplified Procedures for Certain Commercial Items; and FAR Part 12�Acquisition of Commercial Items and is not expected to exceed the simplified acquisition threshold. �(iii) This solicitation incorporates the provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2020-06, effective June 5, 2020. �(iv) The associated North American Industry Classification System (NAICS) code: 334516�Analytical Laboratory Instrument Manufacturing, Size Standard is 1,000 Employees. � (v) Cell Vivo BioArray Matrix (BAM) Instrument and Disposables (vi) Background Information and Objective:� This system is required to effectively cultivate on a large scale, human 3D organoids from taste, liver and intestinal adult stem cells and brain organoids from iPSCs to address a number scientific questions which we have in LCI in more clinically relevant human organoid models. Currently we are using an in-house produced bioreactor which is time consuming and costly to produce and does not allow us to produce organoids on as a large scale as this technology does. This is a huge limitation on our studies and on the number and types of organoids we currently can study within our lab.� Use of this technology would allow the researchers to address questions on cannabinoid 1 receptor antagonism in human liver organoids, questions as to the role of DPP-IV inhibition in FGF19 production in human intestinal organoids and questions of the effect of aging in human taste organoids. Thus, this system can be used in several projects.� The specific advantages of this system are that it is more compatible with how human tissues behave in vivo- by using a unidirectional gravity system that is thus mechanically easier on the organoids formed and can sustain them in culture for longer. The CelVivo system creates an environment which promotes the growth and maintenance of large 3D tissue mimetic structures, whether they are spheroids, organoids, acini and other aggregates. In this environment, organoids remain in a stable dynamic equilibrium and exhibit human in vivo physiological performance for at least 24 days (i.e. up to at least 42 days of culture). During this time the spheroids exhibit a stable transcriptome profile. The intent of this action is to purchase a Cell Vivo BioArray Matrix (BAM) Instrument and Disposables that is the brand-name or equal to the Cell Vivo Bio Array Matrix instrument manufactured by� CelVivo ApS, Middelfartvej 469, DK-5491 Blommenslyst, Denmark.� The instrument includes: (1) Part number: CV100201 BioArray Matrix Drive (BAM), 110-230V. Includes: (a) 16 axel motor drive unit, powered by cooling unit; and (b) Cooling and Control unit, Control Tablet with pre- Installed software, Cables, Hoses, Instruction Manuals. Model 4. P/N 100201; (2) Part number: CV200050; Description: Bioreactor DM-10, Box of 50, 10 ml, individually wrapped, sterile. Bioreactors (disposables): P/N 200001 (qty 1), P/N 200005 (qty 5), P/N 200050 (qty 50), P/N 2000100 (qty 100); (3) Part number: 900920 Shipping; and (3) Part number: CV300100 Five (5) day On-site Training Course for up to four (4) people. The five days must be contiguous. Includes all travel costs.� All hardware, software, and disposables are warranted for 2 years from date-of-delivery.� Additional quantities of bioreactors (disposable). Extended Service Agreements, which include unlimited phone and email support (P/N 400100). Extended Service Agreement plus Annual Preventative Maintenance on-site visit (P/N 400150). Salient characteristics: (a) The system allows for flexible and rapid purification of proteins and peptides in the microgram to gram range; (b) The system allows for the culturing of cells to yield cell culture in the form of spheroids or organoids and to incubate and grow uniform spheroids under perfect conditions for time periods of up to one year; (c) The system allows for the culturing of cells under low shear force conditions; (d) Bioreactor vessels equipped with a humidification labyrinth allowing the use in a non-humidified incubator, highly reducing the risk of infection; (e) Capability of 3D cultivation of cell culture; (f) The system has the capability to take multiple samples makes spheroids attractive for drug testing, recovery studies and combination therapies; (g) Capability to control rotation speed of each vessel can be precisely controlled via a microcomputer; and (h) User friendly software which allows for data logging and control via tablet. (vii) Government's Anticipated Delivery: Within thirty (30) Calendar Days After Receipt of Order (ARO). Delivery Point: FOB Destination. Delivery Location: National Institute on Aging, 251 Bayview Boulevard, Baltimore, Maryland 21224. The successful offeror shall coordinate delivery arrangements with the customer prior to shipment. The Loading Dock hours are as follows: 8:00 am to 4:30 pm Eastern Time, Monday through Friday except on Federal holidays. All products delivered must contain a Packing Slip (with serial numbers as applicable). �(viii) The provision at FAR clause 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition. (ix) The provision at FAR clause 52.212-2, Evaluation - Commercial Items, applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The factors used to evaluate offers are the unique technical and performance capabilities of product and cost. Technical and past performance, when combined, are significantly more important than cost or price. (x) Offerors are advised to include a completed copy of the provision at FAR clause 52.212-3, Offeror Representations and Certifications - Commercial Items, with its offer. (xi) FAR clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. (xii) FAR clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. (xiii) There are no additional contract requirement(s) or terms and conditions applicable to this acquisition. (xiv) Defense Priorities and Allocations System (DPAS) and assigned rating, is not applicable to this solicitation.
