Kingsbridge Road Rm. 9b16 Bronx NY 10468 Synopsis: Please note that this is not a request for quotes or proposals, the Government is seeking information for market research purposes only. The Department of Veterans Affairs, Bronx VA Medical Center, is conducting a market survey for qualified firms capable of providing the following services for Bronx VAMC. 1. Title of Project: TESTING/INSPECTION LIMs (Line Isolation Manual)/PANELS (Life safety ungrounded power to receptable) 2. Scope of Work: The vendor will conduct required annual testing and inspection of the VA s 18 LIM s/PANELS according to NFPA Standards. Regular inspection and testing are vital to ensuring that critical power systems such as IPS reliably perform their patient protection and fault monitoring role. NFPA 99 Article 6.3.4.1.4 requires that all Line Isolation Monitors be tested and documented at least every 12 months (every 1 month for older analog designs). LIMs must also be tested after any repair or renovation to the system using external fault loads (6.3.4.1.5). These mandatory steps are often performed by facility personnel and provide some minimal information about the basic function of the system. However, these basic tests do not provide the type of data necessary to spot trends and ensure that system reliability is not compromised in the future. They are in the operation rooms. Services will occur during regular business hours. A written report of completion will be provided. Field Service Technicians are expertly trained by the factory to thoroughly inspect and test Isolated Power equipment in accordance with the most recent edition of NFPA 99 Health Care Facilities and NFPA 70 National Electric Code (Article 517), as well as all manufacturers guidelines for preventative maintenance. The contractor shall complete the following in performance of the required testing and inspection: Measurement of system voltages Operation of Line Isolation Monitor test function (6.3.4.1.4) Verification of Line Isolation Monitor alarm point calibration (6.3.2.6.3.2) Simulated 5mA fault L1 Gnd and L2 Gnd (6.3.3.3.2.1) Remote annunciator operation, if present (6.3.2.6.3.4) Measurement of system Total Hazard Current Calculation of system line to ground impedance from line voltage and THC Measurement of touch voltage on conductive surfaces in patient care vicinity (6.3.3.1.3) Measurement of grounding impedance between room reference and IPS receptacles (6.3.3.1.4) Supplementary training for facility personnel on system operation Written report including test data and recommendations for repairs/upgrades, if appropriate 3. Performance Period: The contractor shall provide the labor, material, equipment and supervision required under this Statement of Need within 30 calendar day after date of award, unless otherwise directed by the Contracting Officer. Safety Requirements: The Contracting Officer or his/her designee will notify the contractor of any noncompliance with the foregoing provisions and the action to be taken. The Contractor shall, after receipt of such notice, immediately correct the conditions to which attention has been directed. Such notice, when served on the Contractor or his/her representative at the site of the work, shall be deemed enough for the purpose aforesaid. If the Contractor fails or refuses to comply promptly, the Contracting Officer may issue an order stopping all and any part of the work and hold the Contractor in default. Vendor will be escorted. 5. Other Related Services: Any services not expressly stated in this statement of work are not authorized. Services such as inspection, Original Equipment Manufacturer (OEM) required maintenance, or other maintenance and repair vital to the continued functioning of the systems may be added only after written modification from the contracting officer, unless they are inclusive to the requested services. No other person, including the COR or any other VA personnel are authorized to request additional work be performed by the contractor. Any additional services performed that are not authorized by the contracting officer will be considered inclusive. The North American Industry Classification Systems (NAICS) is 561210. Responses to this notice must be submitting in writing via email and must be received no later than June 29, 2020. No telephone inquiries will be accepted. The purpose of this notice is to gain knowledge of potential qualified sources for this procurement relative to NAICS 561210. Qualified offerors shall be experienced in addition to providers (sellers) capable of supporting this facility. Responses to this notice will be used by the Government to make appropriate acquisition decisions. Responses to this notice should include company/individual name, a service capability statement, and examples of similar facilities which you have provided services to DUNS number, address, and point of contact.
