- Construction Inspection and Engineering Services The Federal Highway Administration, Eastern Federal Lands Highway Division, anticipates awarding an Indefinite Delivery, Indefinite Quantity Contracts (IDIQCs) for Construction Inspection other engineering and professional services for the administration, oversight, and design of construction contracts performed by Eastern Federal Lands (EFL) on behalf of Federal Land Management Agencies (FLMA).� These agencies include, the National Park Service, the U.S. Forest Service, the U.S. Fish and Wildlife Service, the U.S. Army Corps of Engineers and the Bureau of Land Management within the continental United States and its territories.� The shared-capacity of the IDIQ will be $100 million.� Of the $100 million, $20 million will be reserved for Small Business concerns only. This acquisition will be solicited and awarded on a competitive basis and is being made under the North America Industry Classification Code 541330 and is open to all business concerns. The planned duration for the contracts is a total of five years, consisting of a base year period and four option periods. The small business size standard is $16.5 million. The work will include the following: The primary services work will predominantly consist of Consultant Onsite Personnel, specifically, Project Officer Engineers, Construction Inspectors, Project Managers, Senior Scheduler/Claims Analysts, and other engineering and professional services. Contract actions will be solicited, evaluated, and awarded in accordance with Architect-Engineer selection procedures. Selection will be non-project specific through the selection stage.� Annual Representations and Certifications FAR 52.204-8 (most recent edition).� The Representations and Certifications must be filled-in online at: https://beta.sam.gov/ Contract award will be made to those offerors whose proposals represent the best value to the Government considering price and other non-cost or price factors. Proposals shall include sufficient detailed information to allow complete evaluation. The Government reserves the right to reject all offers. The Government will use technical evaluation criteria for the evaluation process in rendering the best value decision for award of this contract. The solicitation is anticipated to be available on or about July 7, 2020. This is not a Request for Proposal (RFP) nor is it the official solicitation. The solicitation will be issued in electronic format only. Note: Information on the PROPOSAL DUE DATE will be stated in the solicitation. Offerors must register in the System for Award Management (SAM) at https://beta.sam.gov/ . After completing SAM, contractors and their subcontractors must register at https://beta.sam.gov/ �in order to download RFP documents.
