VHAPM Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT VHAPM Part 813.106 Page 1 of 1 Original Date: 08/30/17 Revision 02 Eff Date: 03/31/2020 DEPARTMENT OF VETERANS AFFAIRS Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K) Acquisition Plan Action ID: 36C255-20-AP-2333 Contracting Activity: Department of Veterans Affairs, VISN 15, John Cochran VA Medical Center 2237: 657-20-3-8230-0350 Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The St. Louis VAMC requires 71 thermal body temp scanners and 71 attachable floor stand stationary bases (48 x12 x11 ) for the scanners. These will be used across the VA St. Louis Health Care System to include Jefferson Barracks, John Cochran, Hope Recovery Center, and the surrounding CBOCs. Total Dollar Value: $196,250.00 Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: On March 11, 2020, the World Health Organization (WHO) declared the COVID-19 outbreak a global pandemic, and on March 13, 2020, the United States issued a Presidential Proclamation declaring the COVID-19 outbreak to be a national emergency. Additionally, all fifty states and the District of Columbia have declared emergencies due to COVID-19. Because COVID-19 is an emerging disease, and there are no vaccines or approved treatments, it is prudent to have adequate flexibility to address this public health emergency. The Department of Veterans Affairs (VA), VA Heartland Network 15, Contracting Office, has a requirement to provide medical related material and services to various locations across the VISN 15 networks area of responsibility during this public health emergency and response effort. NCO 15 anticipates receiving requests to procure mission necessary materials and services from within VISN 15. Any delay in providing critical medical supplies, services and equipment could cause irreparable harm and put our Veterans and American citizens at an increased risk of transmission and exposure. Pursuant to 38 U.S.C 8127(b), COs may use other than full and open competition when awarding to SDVOSB and VOSB firms for procurements under the SAT. However, a search was completed of the VETBIZ website to ensure competition was not available. The search was conducted utilizing Key Words Thermal Body Scanner and NAICS 339999, which produced two results, Falcon Company Tactical and Tactical & Survival Specialties, Inc, neither carry the thermal body scanners required by the St. Louis VAMC. Furthermore, there is an urgent and compelling need to procure the thermal body scanners in response to the COVID-19 pandemic. Description of market research conducted and results or statement why it was not conducted: Due to the urgency of this requirement limited market research was conducted but a search of VIP was completed as well as a search of the Small Business Administrations Dynamic Small Business Search utilizing NAICS 339999 and thermal body scanner, the query provided two results, both SDVOSB s, none of which provided the type of thermal body scanner required by the St. Louis VAMC. A search of the GSA e-Library was also completed and although Access Products, Inc does have an active GSA contract the needed items are not included. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b).
