Description

The National Institute of Standards and Technology (NIST) Acquisition Management Division, intends to negotiate with Bruker Biospin Corporation, located in Billerica, MA, on a sole source basis under the authority of FAR Subpart 13.106-1(b), soliciting from a single source to purchase one (1) NMR Auto Sampler. ��� NIST requires is an autosampler addition to the 600 MHz NMR system which can store and transfer numerous samples into and out of the magnet.� This capability will support multiple groups and projects within the division.� Currently, a single sample shall be inserted and removed from the magnet by a trained user and severely limits NIST�s ability to make measurements during afterhours, on weekends, during severe weather, and during extenuating circumstances (e.g. COVID-19 pandemic).� The purchase of an autosampler shall allow for NIST to increase our measurement time efficiency by a factor of 3-5x during normal operating conditions and allow NIST to continue the NIST mission remotely, with minimal need for physical site access, when circumstances dictate. The NAICS Code is 334519, Other Measuring & Controlling Device Manufacturing, with a small business size standard of 500 employees. NIST anticipates negotiating and awarding a firm-fixed-price contract to Bruker Biospin Corp. for this requirement. Interested parties that can demonstrate they could satisfy the requirement listed above for NIST must clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. If competitive procedures are not used it is estimated that an award will be issued by 08/03/2020. Any questions regarding this notice must be submitted in writing via email to angela.hitt@nist.gov. All responses to this notice of intent must be submitted to angela.hitt@nist.gov no later than June 26, 2020 at 11 a.m. MST.
