Description
Since 2003, the Oregon Department of Forestry (ODF) has been administering Type 2 firefighter crew agreements in cooperation with other Pacific Northwest Coordination Group (PNWCG) member Agencies. The U.S. Forest Service will be discontinuing the use of these agreements after April 30, 2021. The U.S. Forest Service intends to issue one solicitation for both Type 2 and Type 2IA contract firefighter crews as a new acquisition to replace the current National Type 2-IA Crew Contract that currently expires 12/31/2020. This solicitation is expected to be posted within the next 3 months. The starting performance period for any resultant contract or agreement is anticipated to be spring 2021. The U.S. Forest Service anticipates awarding multiple Blanket Purchase Agreements for Type 2 crews; and multiple Indefinite-Delivery, Indefinite Quantity (IDIQ) type contracts for Type 2-IA crews to be utilized on a nation-wide basis. Exact locations and number of Type 2 and Type 2-IA crew resources solicited will be determined by the Government. The purpose of this announcement is to obtain market research for planning purposes only regarding interested vendors/contractors who can provide these services. At this time the U.S. Forest Service anticipates having the same crew requirements for Type 2-IA crews as currently specified by the U.S. Forest Service (Reference Special Notice SN-2020-06 National Type 2-IA Firefighter Crews Draft Solicitation Request for Comment); and utilize the same requirements for Type 2 crews as currently specified by the National Wildfire Coordinating Group, PMS 210, with the exception that contractors will need to provide their own transportation and all required tools. THE GOVERNMENT DOES NOT INTEND TO AWARD ANY CONTRACT ON THE BASIS OF THIS RFI OR TO OTHERWISE PAY FOR THE INFORMATION SOLICITED. This RFI does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this contemplated effort. This RFI is for planning purposes only and shall not be considered as a request for proposal or as an obligation on the part of the Government to acquire any products or services. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this RFI or the Government�s use of such information. The Government reserves the right to reject, in whole or in part, any contractor�s input resulting from this RFI. Response to this RFI will not be returned. Whatever information is provided may be utilized by the U.S. Forest Service in developing its Acquisition Strategy and corresponding Statement of Work. The information resulting from this RFI may be included/combined with other submissions in one or more options considered in the analysis of alternatives. Any proprietary information that is submitted may be used in establishing requirements, but specific information will be safeguarded as proprietary.
