- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NICHD-20-148 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2020-06. The North American Industry Classification (NAICS) Code is 334516 with a size standard of 1000 employees. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) intends to contract on a sole source basis with Metris B.V. to procure a new Laboras 4 platform System & Sonotrack 2 Channel System Configuration. See Attached for specifications, qty, etc. LABORAS is the only fully non-invasive system that can be used to reliably detect several normal and ASD-related behaviors in rats and mice based on the analysis of the forces induced by the animal�s movements in the LABORAS cage. Currently, video-based systems are not able to provide a reliable way of detecting all these behaviors. LABORAS is the only know system on the market with this level of advancement that will work for the lab needs. This LABORAS configurations are turn-key systems and are delivered with all hardware, software and the specially designed LABORAS cages. The LABORAS equipment will be installed by experienced Metris personnel and a basic training will be provided on the day of installation to make sure that experiments can be started promptly after the installation. Software updates are available to customers on regular basis. Minor updates and bug fixes are provided free of charge. The systems will be delivered with 1 year of Operation Support (Hot Line Support). Metris B.V. is the Original Equipment Manufacturer (OEM) of the LABORAS animal behavioral analysis equipment. Metris B.V. is also the sole supplier (source) of original spare parts and the only supplier of licenses for the LABORAS software. On-site repairs (if required) of LABORAS parts, are solely performed by support engineers who are employed by Metris B.V. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of the 41 U.S.C. 253(c) (1), FAR 6.302. Only one responsible source and no other supplies or services will satisfy agency requirements. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all bids, proposals, or quotations received by the closing response date will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications � Commercial Items with its offer. The provisions of FAR Clause 52.212-1 Instructions to Offerors � Commercial Items; FAR Clause 52.212-2, Evaluation � Commercial Items; FAR Clause 52.212-4, Contract Terms and Conditions � Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders � Commercial Items � Deviation for Simplified Acquisitions applies to this acquisition. The offeror must include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. Interested vendors with the capability of providing the government the needed items and services specified in this synopsis should submit a copy of their quotation to the below address or via email to robinsti@mail.nih.gov. Offers must also be accompanied by, delivery timeframe, descriptive literature, warranties and other information that demonstrates that the offer meets all the foregoing requirements. Quotations will be due nine calendar days from the publication date of this synopsis or by June 26, 2020 by 1 p.m. EST. via email. The quotation must reference �Solicitation number� NICHD-20-148. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency. Quotations must be sent via email to robinsti@mail.nih.gov.
