- Phase 5-VAMC San Juan, PR New Parking Structure Pre-Solicitation Notice Solicitation 36C10F20R0048 The Department of Veterans Affairs (VA), Office of Construction and Facilities Management is seeking proposals from General Contractors to construct Phase 5 Parking Structure at the VA Caribbean Healthcare System, San Juan, Puerto Rico. This procurement is a 100% set-aside for small businesses under NAIC Code 236220. This project 672-085E, Phase 5 New Parking Structure, is a design bid build construction project. The project includes construction of a new Parking Structure addition at the VA Caribbean Healthcare System VACHS San Juan Medical Center, Puerto Rico. The structure will be second phase of the existing parking structure completed in March of 2016 and will accommodate approximately 776 additional vehicles. The proposed structure shall consist of drilled-reinforce concrete piles, cast-in-place post-tensioned concrete beams and slabs, cast-in-place concrete columns and shear walls, seven (7) parking decks. Scope will include the demolition and removal of a 30,000-gallon underground fuel oil storage tank. New hazardous material holding modular buildings (approximately 1000 SF) shall be constructed, and the existing hazardous storage building must be demolished. A permanent construction operation office complex including 8 double-wide and 2 single-wide mobile trailers shall be provided. Construction activity shall allow for maintaining full operation of the existing facility. The contractor shall furnish all labor, materials, equipment and supervision necessary to construct the new parking structure indicated on the plans and specifications of the solicitation. There are one base bid item and two (2) add alternates as follows: CLIN 001 Base Bid Item General Construction; CLIN 002 Add Alternate 1 Vegetated Green Walls; CLIN 003 Add Alternate 2 Photo Voltaic Array The firm must be a General Construction Firm with an approved NAICS Code 236220, Small Business Size Standard of $39.5 million and a bonding capacity sufficient to bond 100% of the proposed cost to perform this work. The estimated cost for this project is between $20,000,000 and $50,000,000. The approximate construction duration will be 913 calendar days after the issuance of the notice to proceed. NOTICE TO PRIME (GENERAL) CONTRACTORS: The Prime Contractor must be registered in the System for Award Management (SAM) database at http://www.sam.gov at the time of submission of its offer. SOLICITATION and AMENDMENTS: Request for Proposal will be issued on or about July 2020. Prospective Offerors must obtain copies of solicitation documents from Beta.Sam.gov. By registering at Beta.Sam.gov (http://beta.sam.gov) the Offerors will have access to downloading plans, specifications and amendments, which will be available only in Adobe PDF electronic format. The Offerors must be registered in SAM and have a DUNS Number to download documents. By registering for the Register to Receive Notification list at http://beta.sam.gov, you will be notified by e-Mail of any new amendments that have been issued and posted. No other notification of amendments will be provided. Potential Offerors are advised that they are responsible for obtaining and acknowledging any amendments to the solicitation. PRE-PROPOSAL CONFERENCE: A Pre-Proposal conference will be held at a day and time to be determined. A site visit will be performed the day of the Pre-Proposal conference. In the event, that the current COVID-19 continue to restrict contact, we will perform virtual Pre-Proposal Conference. There will be no public bid opening. All Offerors must ensure that their firms have the ability to provide both 100% Performance and Payment Bonds. In addition, the Offerors will be required to submit a bid guarantee (Bid Bond) with their proposal. The proposals will be evaluated and awarded utilizing the Best Value/Trade Off method per FAR Part 15. Offerors are advised that award may be made without discussion.
