- The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office (AGO), Satellite and Information Acquisition Division (SIAD) located at 1325 East-West Highway Silver Spring Metro Center Building 2 (SSMC2) Silver Spring, Maryland 20910, intends to award a firm fixed-price contract on a sole source basis in accordance with 41 U.S.C. 3304(a)(1) as implemented by Federal Acquisition Regulation (FAR) Subpart 6.302-1, �Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.� The proposed source is University Corporation for Atmospheric Research (UCAR), located at 3090 Center Green Drive, Boulder, CO 80301. � The requirement is to provide commercial global navigation satellite system (GNSS) radio occultation (RO) data processing and support services for a period of performance from contract award through June 2, 2021. This is required to augment the data that is currently �available through partner agreements for incorporation into the National Environmental Satellite, Data, and Information Service (NESDIS) Office of System Architecture and Advanced Planning�s (OSAAP�s) weather prediction models and long-term trending capabilities. The OSAAP contract with UCAR will leverage existing systems capable of processing available commercial RO data, as well as expertise, to provide technical and scientific support for RO data received through the NOAA Commercial Radio Occultation Data Purchase.� Specifically, UCAR will perform the following activities: Provide the operational, near-real-time data ingest, product processing, quality control, and distribution capabilities for commercially-sourced RO measurements, associated data, and metadata. Receive Commercial data files via NOAA�s Operational Secure Ingest System Assess input data quality and generate higher-level neutral atmospheric and ionospheric products and associated products, consistent with quality for inclusion in operational models Distribute and archive environmental data record product files Provide post-processing of commercial RO data Maintain GNSS RO data processing algorithms and processing software to ensure the highest quality of commercial GNSS RO data products to support operational and research communities. Assess and monitor GNSS RO data from each Commercial provider, and characterize each in terms of quality, format, and specification compliance. Assess, recommend, and implement software adjustments as needed for configuration changes implemented by Commercial RO vendors Perform operational system monitoring, maintain configuration management, and generate documentation. Comply with applicable IT Security requirements. This requirement represents the continued development or production of a major system or highly specialized equipment (i.e., the UCAR Data Processing Center), and, as such a full and open competition for this work would result in intolerable delays in the development of this system, as well as duplication of efforts. This notice is published for informational purposes only and is not a request for competitive quotations. However, any firm who believes they can meet this requirement may submit a response in writing. Responses must include a written narrative statement of capability, including detailed technical information demonstrating the company's ability to meet the above requirements. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Written responses must be received no later than fifteen (15) calendar days after publication of this synopsis to the person listed as the Government point of contact in this announcement. �All questions must be submitted in writing to the attention of the Government Contract Specialist. If no responses are received, the Government will proceed with the sole source negotiation. NOTHING HEREIN SHOULD BE MISCONSTRUED AS A REQUEST FOR COMPETITIVE PROPOSALS, QUOTES OR BIDS.
