Description
This is a combined synopsis/solicitation for services in which the government intends to acquire in accordance with FAR Part 13, Simplified Acquisitions Procedures. Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Alaska Fisheries Science Center, Auke Bay Laboratories has a requirement for services and deliverables under a Tribal Communication Science Project.� �The objectives of this contract will be to support science related to co-management agreements with Alaska Native communities in accordance with provisions of the Marine Mammal Protection Act (Section 119) to improve conservation and management of marine mammals that are harvested by Alaska Natives for subsistence. In addition, it supports Section 305j of the Magnuson Stevens Fishery Conservation and Management Act in improving �communication, education, and training on marine resource issues throughout the region and increase scientific education for marine related professions among coastal community residents, including � Alaskan Natives and other underrepresented groups in the region.�� The goal for the Tribal Communication Science Project is dependent on a key personnel who not only understands different Alaska Native cultures, values and ways of communicating, but also has established relationships in Alaska Native communities in the northern Bering Sea region. We are hoping to identify an individual who can help us lay the foundation to build collaborative relationships with Tribal councils, Tribal governments and Tribal organizations in the northern Bering Sea. Having both a science background and ties to the local communities are essential because we hope to develop mutually beneficial research priorities that will require familiarity and established relationships with local decision makers (e.g.,Elders). This work will enable the AFSC to more effectively carry out its� science mission and better serve our constituents. See attached Statement of Work for more information.� All questions regarding this solicitation should be submitted no later than June 29th.� �All interested concerns must submit a quotation and documentation demonstrating the qualifications to provide services as described above within fifteen (15) days of the publication date of this notice. This announcement constitutes the only solicitation, quotations are being requested and a written solicitation has been issued. A firm-fixed order is anticipated to be issued in within 24 hours of closing date and time. All questions or responses to this solicitation must be in writing and sent to heather.mahle@noaa.gov. All Correspondence or Response to Solicitation should reference solicitation # ABL-20011B in the Subject line to ensure it is received successfully. This is a simplified acquisition with an estimated value of less than $150,000.00. The following provisions and clauses shall apply to this solicitation and resultant award.
