- On November 30, 2015, the Government of the Kingdom of Morocco concluded a second cooperation program (Compact II) with the United States Government, represented by the Millennium Challenge Corporation (MCC), with the objective to improve the quality of human capital and land productivity. The budget allocated by MCC to Compact II, which came into effect on June 30, 2017, amounts to 450 million dollars, to which is added a contribution of the Moroccan Government of a value equivalent to at least 15% of the American contribution. The global budget will finance, over a period of five years, two projects, namely ""Education and Training for Employability"" and ""Land Productivity"", the implementation of which has been entrusted to the Millennium Challenge Account - Morocco (Agence MCA-Morocco). By way of this Specific Procurement Notice, Agence MCA-Morocco requests proposals for consultant services for the ""Development of a mobile application for functional literacy in relation with the melkisation operation of collective land��. More details of these consultant services are provided in the Terms of Reference. MCA-Morocco invites proposals from legally constituted consulting firms to provide the services. Please note that this is an English translation of a notice originally drafted in French. Please note that all communication and solicitation documents related to this notice will be in French. The MCA-Morocco will award a contract of a duration of 16 months for the base period and 10 months for the optional period, without exceeding the date of the end of the Compact of June 30, 2022. A firm will be selected under the Quality and Cost Based Selection (QCBS) method, the evaluation procedure for which is described in the RFP in accordance with �MCC Program Procurement Guidelines� which are provided on the MCC website (https://www.mcc.gov/resources/doc/program-procurement-guidelines).
