- MASS SPECTROMETER. This is a Notice of Intent to Award a Sole Source Order to Perkin Elmer Health Sciences (PEHS), Inc., Shelton, CN for a replacement Inductively Coupled Plasma Mass Spectrometer currently owed and operated by the USGS Water Mission Area, Menlo Park, CA. Current equipment will be a trade-in. To the knowledge of the USGS, PEHS is the only source capable of meeting all the salient characteristics described below. The potential Mass Spectrometer must have: � Sample introduction: Interchangeable gas/liquid. For gas samples: argon carrier from hyphenated instruments connected to nebulizer argon flow. For liquid samples: 4-channel low-pulse peristaltic pump equipped with a cyclonic sample introduction system with concentric nebulizer. Optimization of nebulizer gas flow for low method detection limit (MDL, i.e. for Hg MDL<30ppq). To improved matrix tolerance for high TDS samples and broad application profile, All Matrix Solution (AMS) sample introduction system and PC3 Peltier Cooler with wide range of dial-in temperatures for the spray chamber assembly. In addition, SMARTintro High Matrix (Green) sample introduction cassette with 2.5 mm fixed injector for improved matrix handling. � Plasma generation: Load coil connected to 34MHz radio frequency (RF) generator. � Vacuum system: Quadruple stage utilizing triple inlet turbomolecular pump. � Interface: Three platinum cone system to collimate the ion beam. � Quadrupole: a) Quadrupole Ion Deflector (QID) for selectively turn the beam at 90 degrees for neutral and polyatomic reduction; b) universal cell (UCT) operating in standard, collision or reaction mode for interference removal, equipped with linearly accelerating axial field (AFT) to eliminate matrix effects; c) scanning quadrupole to reject reaction by-products and ensure clean and controlled reactions and three cell gas channels to target the various interferences; and d) thermally stable metal alloy quadrupole with a 2.5 MHz thermally stabilized quadrupole power supply producing hyperbolic fields for abundance sensitivity, variable resolution and mass stability. � Detector: Simultaneous dual mode (pulse and analog) � Data acquisition: Speed 100,000 points/sec � Interface software for hyphenated systems: Chromatography data station (CDS) with optional software modules for data acquisition, processing and instrument control of all system components from a single software interface, simultaneous data acquisition, advanced integration features and data exporting in various formats. � Detection limit: Less than ppt (parts per trillion) depending on analyte, i.e. for Hg < 30ppq (parts per quadrillion). � Power requirements: Instrument: 200-240 V (+/- 10%), 50/60 Hz, single phase. � Vacuum pump: 12A single-phase 200-240V outlet. Mains cord terminated by an IEC 60309 connector rated 30A by UL. � Dimensions: Benchtop (i.e. Width 81 cm, Depth 69 cm, Height 75 cm, weight 150 Kg) The purpose of this notice is to satisfy the requirements of FAR Subpart 5.2. This notice of intent is not a request for competitive quotes. However, all responsible parties may submit a quotation which shall be considered by the agency. No solicitation will be issued. A determination not to compete this action based upon responses received is in the sole discretion of the Government. Responses are due no later than 07/03/2020 1300 EDT. Response shall be submitted to Stewart Evans by email at sevans@usgs.gov. All responses shall be limited to 10 pages. No hard copies or submissions to FedConnect will be accepted.
