- Subject: Notice of Intent to Sole Source Procurement Office: U.S. Environmental Protection Agency, Headquarters Acquisition Division 1200 Pennsylvania Avenue NW, Washington DC 20460 In accordance with FAR 13.106-1(b), the U.S. Environmental Protection Agency (EPA), Headquarters Acquisition Division (HQAD) intends to award a Sole Source Firm Fixed-Price Purchase Order to procure subscription library services from OCLC Online Computer Library Center, Inc of Dublin, OH. EPA has identified OCLC, Inc. as the only contractor able to meet the requirements of this procurement. EPA's RTP Library, Headquarters Library and OPPTS Chemical Library seek the purchase of two OCLC subscription services: OCLC Cataloging and Metadata Subscription AND WorldShare Interlibrary Loan Subscription. Libraries throughout the world rely exclusively on the OCLC services detailed below to perform significant mission-critical functions related to managing library collections and providing books and journal articles to their constituents. EPA Libraries are no different and must be able to access OCLC subscriptions to ensure that library collections are cataloged so they are discoverable both on-site and online. In addition, the interlibrary loan component of OCLC allows libraries to borrow books and other materials, and to obtain copies of articles required for research from member libraries throughout the world. The OCLC Cataloging and Metadata Subscription grants access to WorldCat, which includes 415 million records (books, journals, audio-visuals, proceedings, etc.), allowing member libraries to copy catalog materials in their own collections. This service is a key component for library cataloging departments and is how library users know where and what materials are housed in their libraries. WorldShare Interlibrary Loan provides access to the world's largest resource sharing network which includes the collections of more than 10,000 libraries world-wide. WorldShare ILL includes access to Article Exchange, which streamlines document delivery. This service provides the backbone of a library's interlibrary loan and document delivery services, which is critical for providing EPA employees with access to the resources they need to conduct research, manage projects, etc. EPA requires the OCLC Cataloging and Metadata and WorldShare ILL subscriptions. Lack of this service would result in costly delays in core agency work. The North American Industry Classification System (NAICS) code is 519120 - Libraries and Archives, with a small business size standard of $16.5 million. It is EPA's intent to award a fixed price purchase order consisting of a one-year subscription for the three EPA libraries. The Government is continually seeking qualified vendors in obtaining a source list of interested vendors. However, OCLC, Inc. is the vendor that meets the requirements outlined in the procurement request package. NO SOLICITATION IS AVAILABLE. This notice of intent to award is not a request for competitive quotations. Interested concerns capable of providing the service as described in this notice may submit a Capability Statement outlining their capabilities. Information received will be evaluated for the purpose of determining whether to conduct a competitive procurement. Capability Statements must be received by 6/23/2020 at 2359 ET to be considered by the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. A determination to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Each response should include the following Business Information: a. DUNS. b. Company Name. address, POC, Phone and Email address c. Current GSA Schedules or NAICS codes appropriate to this Award. d. Type of Company (i.e., small business, 8(a), woman owned, HUBZone, veteran owned. etc.) as validated in System for Award Management (SAM). All offerors must register on the SAM located at http://www.sam.gov/portal/SAM/# l e. Capability Statement Responses to this posting must be in writing and provide clear and convincing evidence that competition would be advantageous to the Government. A determination not to compete the proposed purchase order based upon the responses to this notice is solely within the discretion of the Government.
